About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily childcare available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.)

Duties

Serve as the principal advisor to the Director concerning Public Works facility and operations management. Provide overall contract supervision for service contracts and construction contract inspection. Participate in long range planning of work operations. Plan work to be accomplished by subordinates. Review construction contracts prior to award for operability and maintainability.

Requirements

• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Performing contract administration, preparation and surveillance; 2.) Analyzing operations, construction and maintenance expenses to develop budget estimates; 3.) Inspecting facility construction projects to ensure compliance with regulatory requirements and 4.) Implementing process improvement strategies in support of technical, administrative, and managerial personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
