About the Position: Materiel Systems Organization (MSO) is one of the Department of the Army's premier support organizations. The MSO encompasses TACOM's total life cycle acquisition responsibilities, providing functional and technical expertise for disciplined program and contract execution
Duties
Monitors the total Foreign Military Sales involvement for an assigned major system or a group of major items/selected items which may be assigned.
Prepares the annual supportability assessment letters for assigned systems.
Interfaces regularly with counterparts of other directorates, and Project/Product Managers to coordinate Security Assistance Management Directorate activities for the program/project involved.
Serves as the focal point for all assigned commodity problems affecting or involving action within and outside the Command to prevent recurrence.
Determines the repair parts required to support the weapon system and initiate the procurement and distribution of repair parts and components to the Foreign Military Sales customer in a timely manner.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret level security clearance.
- Selectees must meet the position requirements for Level II certification in Acquisition Career Field- Life Cycle Logistics. Selectee must meet certification requirements within 24 months of entrance on duty.
- Business travel is required up to 25% of the time.

Specialized Experience: GS-11 : One year of specialized experience which includes: 1) Gathering information for logistics activities in support of security assistance programs; 2) Coordinate logistics support for integrated logistics support elements throughout the life cycle of the system (e.g. production, transportation, product assurance, acquisition, etc.). This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience:
One year of specialized experience which includes: 1) Gathering information for logistics activities in support of security assistance programs; 2) Coordinate logistics support for integrated logistics support elements throughout the life cycle of the system (e.g. production, transportation, product assurance, acquisition, etc.); 3) Prepare case requirements utilizing the Defense Security Assistance Management System (DSAMS) and/or Weapon System Commodity management experience involving Foreign Military Sales (FMS) and/or procurements and logistical support. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11) or (GS-09).
This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC Case Life Cycle Management (AOC) Basic Level
