This position is located at Bureau of the Fiscal Service, Financial Innovation and Transformation. As a Management and Program Analyst, you will develop and implement innovative programs and initiatives that are responsive to agency needs.
Duties
As a/an Management and Program Analyst, you will:
Develop and execute an advanced level of management and program analysis theories and concepts that address new developments and theories to problems that are confidential in nature, and not susceptible to treatment by accepted methods; and identify and develop methods and procedures to resolve problems or cope with issues that affect the accomplishment of principal goals and objectives of the budget planning and execution process employed within FIT.
Develop long-range strategies for the major program elements. This involves monitoring existing plans, developing mechanisms to project future program developments and needs, keeping abreast of and conducting research relevant to programs, and developing strategies and plans to accomplish long-range goals.
Analyze complex current and projected government wide and agency-specific programs in order to provide management with evaluative material necessary to effectively design innovative solutions. Such analysis will include: identification and acquisition of resources; development of program objectives; measurement of progress toward established objectives; identification of problem areas; and evaluation of corrective actions.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Conducting research and analysis for new business or technology solutions; AND
- Developing plans to move new solutions from idea to production; AND
- Experience providing recommendations to leadership concerning improvements or modernizations to current enterprise technologies or services; AND
- Experience leading strategic or operational planning efforts to develop potential solutions to meet service needs; AND
- Experience analyzing proposed internal policies to evaluate the impact of new solutions on operations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
