About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied on to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.

Duties

Serves as Resource Management Officer and Chief Financial Officer for Watervliet Arsenal (WVA), an Army Working Capital Fund (AWCF) activity. Provides coordinated financial management, budget management, manpower and force management, cost analysis and program management activities, that are integrated with and designed to promote efficiency and economy in execution of WVA's mission. Serves as principal advisor and technical expert to the Commander and key staff members on financial management activities. Exercises responsibility for the continued development, coordination, and evaluation of an effective integrated resource management program. Provides leadership, direction, and coordination of WVA resource management programs and activities. Through subordinate supervisors assigns, directs, and evaluates work of the subordinate organizational elements. Develops or directs the development of performance standards, evaluates the performance of key supervisors, and reviews the evaluations made by subordinate supervisors of other employees.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a Top Secret clearance.
  • Position requires a pre-employment drug test and annual testing thereafter.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051 amending 10 United States Code section 1599d
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
