This position is in the USDA, Foreign Agricultural Service (FAS), Office of the Deputy Administrator, Global Programs. This position serves as the Managing Director of Global Programs and reports directly to the Deputy Administrator of Global Programs. The incumbent serves as the Supervisory Program Manager (Managing Director) responsible for oversight of the daily operations and strategic policy direction tasked with Foreign Agricultural Service, Global Programs (GP).

Duties

Develops and implements operating policies, plans, and procedures necessary to achieve mission goals and objectives. Serves as the technical expert and policy adviser to the Deputy Administrator and Senior Directors providing operational insight and programmatic/policy guidance. Provides input concerning specific policy alternatives, evaluations, and recommendations based on analyses and studies conducted within FAS and tracks agency performance measures for the program area. Conducts research, develops facts and, on the basis thereof develops courses of action to resolve special problems referred to the Deputy Administrator for objective executive determination. Reviews programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner. Directs and coordinates the preparation of top-level briefing papers and Congressional information when this requires integrating input from outside of the Program Area. Plans and initiates a comprehensive evaluation for the review and analysis of proposed costs, program development to influence the formulation and development of recommendations for operating policies on a long term, continuing basis.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates the following: Supervising, including establishing and implementing goals, assigning work to subordinates, evaluating performance, resolving complaints, and obtaining completed staff work from subordinates. Advising senior officials such as Deputy Administrator on programmatic/policy issues. Initiating and directing Program Area Senior Directors in the preparation, issuance, and interpretation of procedural rules and other top-level briefing material as necessary. Providing input concerning specific policy alternatives, evaluations, and recommendations based on analyses and studies conducted within FAS and tracking agency performance measures for the program area. Analyzing urgent problems and issues and calling attention to potential advantages or disadvantages of utilizing a course of action under varying situations; and making recommendations for actions when adjustments or a different course of actions are necessary. There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
