Duties
The primary purpose: to serve as the Rangeland Manager on Vandenberg Space Force Base.
-Plans, coordinates, and manages all aspects of the Vandenberg SFB range management program through application of professional knowledge and skill in the practices, processes, and techniques of rangeland management.
-Responsible for executing the range management program in-house and by contract, to comply with all applicable federal, state, and local environmental laws and policies.
-Provides advisory services on specific problems, projects, programs, and functions for the range management program.
-Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the 0454 Series.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: NOTE: You must submit a copy of your transcripts.
Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.
OR
Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirement and have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-11 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or private sector). Examples of specialized experience includes knowledge of a wide range of rangeland management principles, theories and concepts to perform duties concerning the planning, development, and management of a high-level multiple-use Rangeland Managment Plan. Develops, integrates, and implements solutions to diverse, high complex problems across multiple areas and disciplines.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a wide range of rangeland management principles, theories and concepts to perform duties concerning the planning, development, and management of a high-level multiple-use Rangeland Management Plan. Knowledge and skills sufficient to solve problems covering diverse Rangeland management situations.
2. Knowledge and skills required to change or modify standard processes and procedures; to assess, select and apply appropriate precedents and to devise strategies needed to overcome significant resource problems related to program management and evaluation.
3. Professional knowledge of related disciplines such as wildlife biology, forestry, soil conservation, plant taxonomy, hydrology and archaeology and their interrelationships sufficient to utilize such knowledge in planning multiple-use, sustained yield rangeland management programs. Specific knowledge of the Endangered Species Act, National Environmental Policy Act, and the National Historic Preservation Act are required.
4. Ability to coordinate activities with professional peers both within and outside the Air Force.
5. Ability to develop and conduct studies for the collection of baseline information rangeland resources as well and fish and wildlife resources.
6. Ability to communicate effectively, clearly, concisely and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
