You will serve as a SUPVERVISORY ENVIRONMENTAL ENGINEER/NATURAL RESOURCES SPECIALIST/PHYSICAL SCIENTIST in the Environmental Business Line (EVBL) Core at an Echelon III or Echelon IV Command of NAVFAC SOUTHWEST.

Duties

You will report to the Public Works Officer regarding assignments, program objectives and customer requirements. You will provide advice, counsel, or provide guidance to employees on both work and administrative matters. You will develop and present recommendations on environmental issues, such as Environmental Business Line administrative matters, environmental budgets, higher level environmental programs policy, and various region-wide responsibilities. You will assign work to members based on priorities, consideration of difficulty and requirements of assignments, and capabilities of the members.

Qualifications

For 0819 series only - Selective Placement Factor: I am a current registered Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing the environmental compliance and conservation program for an organization; 2) Reviewing military construction projects and operational/training programs to ensure regulatory compliance; and 3) Managing environmental programs by planning, scheduling, budgeting, and coordinating cost effective solutions. Applicants for the General Natural Resources Management and Biological Sciences Series (0401) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Applicants for the Environmental Engineering Series (0819) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
