This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as shift engineer with responsibility for the efficient and continuous operation of all engine room equipment. During pumping operations, maintains informational records of equipment utilization and transmits same to supervisor.

Duties

Repairs diesel engines, storm water pumps, raw water-cooling systems, fuel oil delivery systems, hydraulic servo systems, backflow gates, starting system, motor control centers, and station control center. Performs major repairs to equipment including crank shaft bearings, cylinder liners, pistons and rods, fuel injectors, gear reducer gears/ bearings, pump shaft bearings, electric motors, pumps, valves, gauges, electrical components, etc. Performs repair work and preventative maintenance routines such as periodic warmups of all engines, exercising of all equipment assigned to the plant, touch up painting of equipment, housekeeping maintenance, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis.
  • Incumbent is required to sign a DA Form 7412,“Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under The Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing” or a MOU.
  • This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
  • Position may be required to perform shift work.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • Must possess a valid state issued vehicle driver’s license prior to employment and maintain thereafter.
  • Various protective devices such as safety shoes and glasses, gloves, and hard hats must be used.
  • Must obtain and/or maintain within 12 months of being hired: forklift operator’s license
  • Must obtain and/or maintain within 12 months of being hired: scissor lift operator’s license
  • Must obtain and/or maintain within 12 months of being hired: aerial boom lift operator’s license
  • Must obtain and/or maintain within 12 months of being hired: Class II overhead gantry crane operator’s license
  • Must obtain and/or maintain within 12 months of being hired: USACE Approved 24-hour Initial Boating Safety Course

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ENGINEER PUMPING STATION OPERATOR (MVO/FLO) ~ without more than normal supervision. Skilled in the efficient and continuous operation, repair and maintenance of all engine room equipment such as 215-4000 horsepower diesel engines, storm water pumps, backflow gates, gauge boards and motor control centers at a Pumping Plant Location. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT During disassembly and reassembly of heavy machinery, works in tiring or uncomfortable positions for long periods of time requiring frequent bending, reaching, stretching, climbing and crouching. Frequent standing and walking is required while checking the equipment. Frequently lifts and carries items weighing up to 40 or 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning parts, assemblies, equipment, and tools. Lifts and moves heavier items with assistance of other workers and lifting devices such as jacks and hoists. WORKING CONDITIONS Works inside around engines which create an extremely high noise level. Works on parts andsystems which are dirty, oily, or greasy. Is subject to cuts, burns, bruises sprains, and electricalshock while repairing or troubleshooting equipment.
