These positions are located in a Bureau of Land Management office in Grants Pass and North Bend, OR. The primary purpose of the position is to perform work in recreation and visitor services, interpretation and environmental education, and/or resource planning within the assign office or site (e.g., monument, National Conservations Area, resource area, etc.). Salary Range for GS-07: $49,025 - $63,733 Salary Range for GS-09: $59,966 - $77,955

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. This position is with the Bureau of Land Management, Coos Bay District Office located in North Bend, Oregon. The position is responsible for managing the operation (including fee collection) and maintenance of recreation management areas. The position develops, coordinates, and delivers interpretive and environmental education programs. The position performs planning and organization by scheduling activities of volunteers, and arranges for supplies, equipment, and services. The position coordinates the maintenance activities with maintenance staff. The position maintains accurate site records; contacts with key leaders of the public to assist in accomplishing the mission of the BLM and maintains contact with "friends" groups and other interest groups. The position manages visitor use at recreation sites and trails; propose standards and rules and ensures compliance; collects, organizes, records and reports visitor use data and assists in the preparation of maintenance and management studies, reports and handbooks including information contained in Recreation Management Information System. The position develops plans for revision/improvement of existing facilities. Plans include present uses, problems with uses, and opportunities to enhance utilization of present facilities and prepare NEPA documents for recreation projects. Assists outdoor recreation planner in developing recreation area management analyses and project plans; assist other specialist with project work involving recreation sites and trails. The selected candidate must have or be a able to obtain a Contracting Officer Representative certificate in the first year.

• The incumbent is required to wear BLM uniform components, as appropriate, while performing duties.
• The incumbent must possess a valid driver’s license in order to operate government vehicles and equipment.
• Work is accomplished using various modes of transportation including two- and four-wheel drive vehicles, utility vehicles, mountain bikes, horseback, aircraft, raft, etc.
• The incumbent may be required to maintain Fee Collection Officer, First Responder, Motorboat Operator Certification Course (MOCC), and/or equipment certifications.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) providing visitor information on the park's historical and natural features, travel routes, site use opportunities, or park activities; (2) inspecting facilities to ensure compliance with rules and regulations; (3) preparing recreation activities and/or sites for visitor use; (4) working with others to gather data and/or facilitate park usage. OR B. Education: Successful completion of at least one (1) year of graduate education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Superior Academic Achievement: Meet the requirements for Superior Academic Achievement by earning a Bachelor's degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance, with at least one of the following: (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. You must submit a copy of your transcripts as proof of any claimed education. D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) managing day-to-day operations of visitor center and/or recreation facilities/programs; (2) developing, coordinating, or delivering interpretive and/or environmental education programs; (3) providing advice, training, or guidance to staff and/or volunteers; (4) conducting assessments or analysis of visitor services, resource management, and/or recreation facility conditions to make recommendations for improvement/resolution. OR B. Education: Successful completion of at least two (2) years of progressively higher level graduate education or master's or equivalent degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance.
