The Roseburg VA Healthcare System (RVAHCS) Facility Operations Specialist position is assigned to the Maintenance and Repair (M&R) Section in Facilities Management Service (FMS) located at the Eugene VA Healthcare Center Eugene, OR. Primary purpose of the position is to serve as the Assistant to the Facility Operations Specialist. **Recruitment/Relocation Incentives may be available to highly qualified candidates**

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09, however a selection can be made at any of the following grade levels: GS-07 OR GS-09. At the GS-07 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-09. Serves as the Facility Operations Specialist within the Department of Veterans Affairs, Veterans Health Administration, VISN 20, Roseburg VA Healthcare System (RVAHCS) in Eugene, Oregon and reports directly to the Chief of the Facility Management Service. The position serves as the Facilities Operations Specialist over the leased facilities, to include Eugene Healthcare Center, Eugene Downtown Clinic and Community-Based Outpatient Clinics (CBOC) in North Bend and Brookings, Oregon. The Eugene CBOC is over 120,000 gross square feet and is 1 of 8 Super CBOCs in the Veteran Health Administration. Major Duties Include, but are not limited to; Serves as Assistant to the Facility Operations and Maintenance Specialist for the Facilities Management Service (FMS) who is responsible for the day-to-day management and oversight of operations, maintenance, repair, and utility systems servicing all buildings, grounds, and other components of the lease buildings belonging to RVAHCS. Review and approves file substance of reports, decisions, contracts, and other documents to assure that they accurately reflect the policies and position of the organization and the view of the Director. Responsible for use of judgement and discretion in determining intent and interpreting existing policy and regulatory guidance for use by the facility. Responsible for assistance in partnering and coordinating with owners/lessor's representative to preform all needed maintenance and operations for all four leased buildings (Eugene Healthcare Center, Eugene Downtown Clinic and Community-Based Outpatient Clinics (CBOC) in North Bend and Brookings, Oregon). Requires detailed analysis of the lease contracts to determine what is to be covered within the contract and make the determinations for contracting work out via separate contracts that will require a complete contracting package. May represent organization in negotiations and interfaces with Contracting, contractors and other agencies regarding policies, services, and approaches toward project completion. Acts as the alternate Contracting Officer Representative (OCR) level I to administer all contracts to operate and maintain the leased facility spaces. Assists with the planning and implementation of energy upgrades to reduce power consumption while meeting necessary power requirements. Monitors records to ensure filtrations and ventilation systems are properly maintained. Assures the facility and the operation comply with laws and regulations. Ensures facility compliance with the Americans with Disabilities Act to provide for accessibility for handicapped persons. This includes planning and implementing upgrades to existing facilities to comply with Environmental Protections Agency (EPA) and transportations regulations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet time in grade and specialized experience requirements within 30 days of this announcement, 08/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project In addition to meeting one of the Individual Occupation Requirements, applicants must also meet the grade specific requirements listed below: GS-07 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.   • Combination: Applicants may also combine education and experience to qualify at this level.
