This position is located at Dzilth-Na-O-Dith-Hle Health Center, Bloomfield, NM. The purpose is to serve as Contract Officer Representative and focal point for the effective use of task order services and automated data processing contract implementation for organization. Supports Division contract administrative elements as necessary and serves as Contract Officer Representative (COR) providing oversight and functional responsibility on division contracts.
Duties
Provides guidance in developing performance work statements (PWS), statements of objectives (SOO), statements of work (SOW) and independent government cost estimates (IGCEs). Analyzes existing and proposed task order flow throughout the organization for key features which impact division mission performance and efficiency. Provides, monitors, coordinates wide variety of administrative functions.
Monitors all phases of assigned contracts from inception to completion. Prepares Performance Work Statements, Statements of Work and associated contract documents and ensures that contract packages are complete with all documentation as in accordance with governing regulations.
Coordinates the provisions of various service and requirement contracts and verifies invoices for payment of funds to the vendors. Certifies receipt and acceptance of services and forwards to Contract Officer such documentation. Monitors new and amended contracts to ensure understanding of contract terms and compliance by both contractor and government personnel.
Performs a variety of activities relating to the preparation and coordination of documentation and provides other special program support related activities. Coordinates Project Reviews, supports the technical staff in strategic business planning, programmatic schedule tracking and coordination.
Provides substantive advice and guidance to managers and technical personnel on contracting methods and strategies. Analyzes contracting proposals and makes recommendations for substantial changes in areas of financial scope, obligation plans and forecasts.
Establishes and maintains contract files in accordance with governing regulatory procedures. Maintains control records on the status of contracts and utilizes surveillance techniques and procedures to use in inspecting work performed by the contractor to determine efficiency, effectiveness and reliability, quality and timeliness factors.
Performs other duties as assigned.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Provides, monitors, coordinates wide variety of administrative functions. Prepares Performance Work Statements, Statements of Work and associated contract documents, completes contract packages in accordance with governing regulations; provides technical guidance working procurement actions; prepares various correspondence, reports, findings and related too contract actions.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
CONDITION OF EMPLOYMENT: Selectee will be required to sign a written agreement to ensure he/she will obtain a COR Level II certification within 12 months of employment. Not meeting this condition will result in termination of employment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
