The primary purpose of this position is to screen personnel attempting to obtain various forms of passes in order to gain access to the installation, to issue those passes as applicable, and to maintain related databases/systems.

Duties

Processes applications and issues base access identification cards, various badges, vehicle passes, and temporary visitor passes to eligible personnel. Serves as alternate Base Security Officer (BSO) and Site Security Manager (SSM) for DBIDS. Maintains and troubleshoots DBIDS equipment for Vance AFB. Provides administrative support to ensure efficient VCC office operations.

  • Typing and computer operation is performed; however, a qualified typist is not required.
  • IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Group Coverage Qualification Standard for Clerical and Administrative Support Positions for the GS Security Clerical and Assistance Series 0086. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes Knowledge of a body of standardized security rules, regulations, directives, and procedures to perform a full range of standard personnel security assignments such as supporting and processing a variety of standard personnel security actions, ID cards, vehicle permits, restricted area badges, or other forms of authorization; screening investigation requests to determine which need to be referred to a specialist; extracting information from reports; and providing basic information about personnel security programs. Knowledge of procedures, forms, and information required to verify personal identification against authorization documents, issue badges, passes, vehicle permits, or other forms to authorize access. Knowledge of confidentiality requirements related to sensitive personal information in Security Information Files (SIF) clearance investigations, OSI files, as well as the procedures, which must be followed to protect the information. Knowledge of one or more automated databases associated with a specific security function to support office and security operations and produce a variety of documents and reports. Knowledge of general clerical office procedures. OR EDUCATION: Applicants must have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security processes and procedures and general clerical office functions. Knowledge of personnel security clearances and investigation processes and the procedures, forms, and information required to verify against authorization documents, issue badges, passes, vehicle permits, or other forms of authorization. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
