TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position is aligned under the Office of the Associate Director service at the Tomah VA Medical Center and provides for the development, implementation, monitoring and evaluation of comprehensive industrial hygiene and environmental compliance programs. Duties Include: Serves as an Industrial Hygienist with duties that include asbestos control and abatement, ethylene oxide, formaldehyde, hearing conversation, hazard communication, nitrous oxide, mercury, hazardous and infectious waste management, water testing and treatment, respirator program, and anti-neoplastic drugs. Performs various duties to assess work practices and environmental conditions for hazards to the health and safety of workers which includes conducting studies of work operations and processes, examining work environments, analyzing findings, promulgating recommendations, and preparing various reports. Environmental conditions involve a variety of hazards including physical, chemical, and biological hazards; ionizing and non-ionizing radiation; and other environmental agents. The incumbent regularly inspects the medical center to identify potential occupational health hazards and the need for further investigative studies and surveys. Studies and surveys performed involve determining compliance with various established criteria, evaluating exposures, and advising on control measures and changes in work procedures or schedules to comply with established health requirements, and providing information to evaluation purposes. Performs analysis to determine nature and degree of toxic materials present. Interprets results of studies for the work environment in terms of possible impairment to health, nature of health impairment, potential for medical center damages, etc., and presents specific conclusions and recommendations to appropriate management and health officials Receives and disposes of hazardous wastes and maintains appropriate records in accordance with existing EPA standards, state laws, and VA regulations. Prepares comprehensive and legally sufficient written reports of all monitoring activities performed which are subsequently incorporated into comprehensive reports prepared to assess the overall effectiveness of the industrial hygiene program. Ensures proper documentation of employee exposures in medical records. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 level; and for the GS-9 position you must have served 52 weeks at the GS-7 level.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must first meet the Basic - Individual Occupational Requirement: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene(external link) (ABIH). In addition to meeting one of the Basic Requirements above, you may qualify based on education and or experience as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated technical experience and knowledge of industrial hygiene principles, procedures, standards, equipment, techniques, and methods; comprehensive knowledge of safety and occupational principles, practices, procedures, and standards applicable to performance of safety and occupational health responsibility at VA Medical Center; coordinates the work of others such as the occupational health clinic, physician, and employee's work schedules; complete work and reports of survey review are reviewed by the supervisor of technical soundness, appropriateness of recommendations, and ornaments to policy requirements. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated technical experience and knowledge of industrial hygiene principles, procedures, standards, equipment, techniques, and methods; comprehensive knowledge of safety and occupational principles, practices, procedures, and standards applicable to performance of safety and occupational health responsibility at VA Medical Center; conducting studies, analyzing findings, and preparing various reports; conducting surveys to identify and evaluate health hazards protect and potential health hazards. Education: Applicants may substitute education for the experience required. Substitution of education for experience GS-07: Possess one-year of graduate-level education or superior academic achievement. One-year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered and academic year of graduate study. Part-time graduate education is credible in accordance with its relationship to a year of full-time study and the school attended. NOTE: Transcripts Required. Substitution of education for experience GS-09: Possess two-years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. One-year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered and academic year of graduate study. Part-time graduate education is credible in accordance with its relationship to a year of full-time study and the school attended. Physical Requirements: Industrial hygiene surveys are frequent and require the employee to carry moderately heavy equipment.
