THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ADMINISTRATIVE OFFICER, Position Description Number D1732000 and is part of the KS 184 Intelligence Wing, National Guard.

Duties

As an Administrative Officer, GS-0341-12, you will provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Directly assist leaders with the management of key day to day planning, public affairs, process improvement, protocol, operations and special projects at the highest level of the organization. Collaborates and coordinates assigned functions with managers, office of primary responsibility, leaders and supervisors; participate with management to address and resolve issues, as well as provide recommendations for correcting or improving the organizations overall program management, efficiency and effectiveness. This position reports directly to the Wing Commander. Performs other duties as assigned. This position is located in the Wing Headquarters of an Air National Guard (ANG) Wing. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • Position requires military membership, compatible unit and Air Force Specialty Code (AFSC) assignments, and the ability to obtain and maintain a clearance level which is based on the position security access requirement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

Military Grades: O3 through O5 Compatible Military Assignments: 97E0 GENERAL EXPERIENCE: Must have experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 1-year specialized experience equivalent to at least the next lower grade level. Must have extensive knowledge of organizations, programs, mission goals, major issues, objectives, work processes, administrative operations and functions of the organization. Knowledge of pertinent laws, regulations, policies and precedents applicable to the situation and organization. Knowledge of relationships with other key programs and administrative support functions; familiar with the major issues, program goals and objectives, work process, and administrative operation of the unit. Comprehensive knowledge of functions and responsibilities of different commands/elements of the base, as well as a thorough familiarity with regulatory and informational material pertinent to the operations and activities involved. Knowledge of administrative and technical operations, training, and response missions, including but not limited to Air Expeditionary Force (AEF), deployments, Exercise Evaluation Team (EET), Disaster Response Force and personnel issues. Knowledge and skill in applying research, analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations; to develop knowledge management tools and promote sharing of information. Knowledge in developing new or modified work procedures for administering services, development of guidelines and procedures and automating work processes. Knowledge of Project Management principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources; including monitoring and inspecting cost and work, completion of after-action reports, and period in progress briefings. Knowledge to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of operations. Sufficient protocol skills to deal effectively with high-ranking military, civilian officials and/or local officials, develop draft press information, and Community Action Plans. Must be a skilled, informed writer and verbal communicator sufficient to prepare, present, and articulate findings and recommend solutions, including visual information techniques, to develop and present information in a variety of forms; develop and deliver briefings, project papers, status/staff reports, and correspondence; foster understanding and acceptance of findings and recommendations. Ability to train individuals with varied backgrounds in the developed procedure, process or policy. Ability to coordinate press releases and other media-related announcements. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
