THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for GS-0060-12 CHAPLAIN (TITLE 32), Position Description Number D1197P02 and is part of the MO HQ Missouri Air National Guard.
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position.

Duties
Manages the State/Territory Chaplain Services program in accordance with National Guard Chaplain Service program goals and objectives.
Oversees the execution of the Command Master Religious Program (CMRP) for Army National Guard Personnel in conjunction with the State/Territory Chaplain.
Assesses the needs of the various Chaplain Services program customers.
Ensures program changes are compatible and compliant with policies, practices and program goals and objectives established by NGB Office of the Chaplain (NGB-OC) for Army Personnel.
Reviews the CMRP to ensure the Mission Essential Tasks List (METL) identified by the commanding officer are addressed and followed.
Identifies and secures resources to implement the CMRP.
Independently develops and implements the various Chaplain Service functions addressed in the CMRP.
Reviews training strategies that address, the technical and tactical proficiencies of the wing National Chaplain Service personnel, quality of life programs for National Guard personnel .
Coordinates Chaplain Service personnel attendance at conferences, workshops, and training events and other training events established by the Air National Guard Chaplain Corps.
Coordinates training for supervisory, managerial, and staff personnel in quality of life programs.
Ensures Chaplain support is provided to National Guard personnel and their families through the full spectrum of the deployment cycle mobilization, deployment, employment, redeployment, and reconstitution).
Responds to the needs of National Guard personnel and family members through both programs and direct care.
Coordinates chaplain stress management reduction efforts during all phases of the deployment cycle.
Procures and maintains adequate religious supplies ensuring their distribution through the coordination efforts of Family Readiness Groups,
chaplain, chaplain assistant, and other supporting chaplains.
Coordinates Chaplain Service support during events such as natural disasters , unit emergencies, and during times of significant national events.
Officiating at ceremonies (prayers at changes of command, retirements, troop departures, welcome home events, etc.).
Coordinates with the Joint Chaplain Emergency Response Team (JCERT) for chaplain support issues, situational awareness and communication for chaplain activities.
Provides Chaplain Service crisis intervention programs such as on scene support, suicide prevention, critical event debriefing, defusing support, follow-up and referral services.
Provides and/or coordinates religious support to National Guard personnel and their families as needed such as, but not limited to crisis responder.
Provides information on religious organization, practices and customs; and provides spiritual leadership.
Requirements
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.

- This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate must be AFSC qualified within 12 months from date of appointment.

Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
BASIC REQUIREMENTS:
A. Must possess a baccalaureate degree (not less than 120 semester hours) and have successfully completed three years of resident graduate study in theology or related subjects (Master of Divinity), or 72 semester hours (leading to an ecclesiastical certification as a member of the clergy) from an approved seminary or graduate school.
B. Must have completed the Air Force Chaplain Officer Basic Course.
C. Must have been ordained by a religious faith group or denomination that is recognized by the Department of Defense Armed Forces Chaplain Board; be educationally qualified for appointment as a chaplain; meet physical standards; and be otherwise qualified to serve as commissioned officers.
D. Must be commissioned prior to age 40 or be less than age 42 with at least 2 years of prior military service.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months specialized experience, education or training that included progressively responsible work in providing spiritual leadership and care to National Guard personnel and their families at home and abroad; managing a Chaplain Service religious program to ensure the free exercise of religion for personnel and their families; reviewing training strategies that address the technical and tactical proficiencies of National Chaplain Service personnel and quality of life programs for personnel and their families; and coordinates Chaplain Service support during events such as natural disasters, man-made disasters, unit emergencies, and during times of significant national events.
