This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Environmental Protection Specialist for Directorate of Public Works.

Duties

As an Environmental Protection Specialist, you will perform the following duties which is not an all-inclusive list: Gathers information and data necessary to demonstrate compliance with air permits and regulations, calculating potential and actual air emissions, performing compliance inspections of facilities. Maintains knowledge of the Clean Air Act and applicability for Fort Huachuca. Researches new and proposed regulations; provides input to command briefings on impacts of existing and upcoming Clean Air Act regulations; evaluates impacts and develops recommendations to mitigate impacts. Assists in the management of permits (permits to operate, permits to construct, Title V permits). Assists in the preparation and maintenance of Program Plans and Reports. Identifies needs and develops Environmental Program Requirements Reports (EPRs) for new air quality projects. Reviews plans and drawings for Corps of Engineers or local engineers for Clean Air Act Compliance. Assists staff with other compliance programs outside the Air Compliance Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Government Driver's License.
  • Temporary Duty (TDY) travel is 15 percent.
  • Must be able to obtain EPA Method 9 Visual Opacity Certification within one year of hire.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450, Executive Branch Personnel Confidential Financial Disclosure Report upon entrance to this position and annually.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes experience creating monthly and yearly Environmental Air reports using the required program; providing clarification of Environmental Air quality requirements per Environmental Air permit; and/or monitoring various programs for compliance with Environmental Air Regulations and to ensure Environmental Air operations are compliant. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
