Duties

You will review plans, specifications, shop drawings, and requests for changes to determine site compatibility, applicability of terrain and soils, feasibility of structures and to anticipate problems. Conduct job site inspection of work in progress to ensure compliance with plans, specifications, procedures, use of materials, contract provisions and schedules, and shop drawings. Ensure adherence to safety program, checking work areas, methods of performance, etc., for safety practices. Ensure compliance with procedural requirements on contractor's cost proposals, develop cost estimates, determine most practical methods of accomplishment and time. Prepares routine and special reports, memorandums, and correspondence reflecting the status of construction progress, delays in construction, noted deficiencies, and compliance with standards, materials, and/or contract modifications.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Position requires incumbent to obtain and maintain a valid state driver's license.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• One year trial/probationary period may be required

THIS IS A DIRECT HIRE SOLICITATION - THIS POSITION IS BEING ADVERTISED THROUGH THE DIRECT-HIRE AUTHORITY (DHA) FOR CERTAIN PERSONNEL (MODIFIED DIRECT HIRE AUTHORITY, SECTION 1109; PL, 116-92, DATED 12/20/2019). (This authority is primarily being used to appoint qualified candidates who are not existing Department of Defense competitive service employees with permanent status. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience is defined as one year of specialized experience which includes: Applying knowledge of both engineering and construction methods, techniques, materials and equipment, and safety practices; Preparing comprehensive reports, cost estimates, and contract cost proposals; Reading and interpreting engineering and architect plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
