The primary purpose of this position, ENVIRONMENTAL PROTECTION SPECIALIST, NH-0028-02 is to performing administrative and/or program work relating to environmental protection programs (e.g., programs to protect or improve environmental quality, control pollution, remedy environmental damage, or ensure compliance with environmental laws and regulations).

Duties

Work with the higher level specialist to help ensure consistent organizational compliance with all Federal, State, and Local Environmental compliance guidelines; support goals and objectives, reinforce the work plans and procedures that maintain consistency with the wing's strategy, vision, and policies. Perform duties (inspection and documentation) on environmental issues dealing with hazardous waste, hazardous materials, air quality compliance, and wastewater discharge. Plan, initiate and coordinate Pollution Prevention initiatives. Enforce the base hazardous material management plan; ensure the appropriate issuance of chemicals required for routine and or special projects; evaluate chemical permits and waivers. Perform duties of an environmental inspector both on and off duty location; TDY may be required at other centers for ECAMP Team Inspector duties; coordinate with local inspection teams as required.   • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GENERAL EXPERIENCE: Applicants must have at least 3 years of progressively responsible experience, 1 year of which was equivalent to the next lower broadband NH-02, equivalent to the next lower grade GS-4, or equivalent in other pay systems. Generalized experience is experience in:the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: The successful completion of a 4-year course study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post-high school education may be used to qualify applicants for the NH-02 level. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, concept , and methodology related to environmental compliance, pollution prevention, and resource recovery; skilled in applying root cause analysis and various problem-solving techniques to obtain a corrective action, which reduces cost and improves operations; ability to plan, implement, evaluate, and utilize sampling techniques that will analysis the group's environmental state for compliance and customer satisfaction. Knowledge of Federal, State, and local environmental regulations as they relate to depot maintenance and industrial processes as it relates to aircraft systems. Knowledge and understanding of practices, policies, and procedures of engineering principles of environmental compliance activities that support aircraft and depot maintenance, i.e. contracting, office administration, quality assurance, production, procurement, safety, financial, and supply. Knowledgeable of a broad product area (e. g, hazardous waste, hazardous material, air quality, and associated reporting systems used at Federal, State, Local, and Air Force levels) including: product specifications and standards. Ability to communicate orally and in writing to provide managers and supervisors program status, requirements, and evaluation/analysis results. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
