The Leadership Research Analyst plans and partners with other functional areas within ILEAD and across VHA/VA to develop and use surveys, datasets, program research, and statistical methodologies and techniques to conduct studies and analyses of leadership programs, pipelines, and succession planning processes. The incumbent will possess skills and knowledge related to conducting research with leadership or related social science populations.
Duties
This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered.
The major duties of this position include but are not limited to:
Possess knowledge and skill in applying research principles and methods in a scientific or interdisciplinary area related to sociology, psychology, leadership development, organizational studies, or public health.
Develop and implement data-informed survey tools and metrics to evaluate the effectiveness of VA/VHA leadership development programs, and measure leadership career aspirations of the VA/VHA workforce.
Collect and analyze data using established qualitative and quantitative methods; as supported by knowledge and skill in using online data collection software systems (Verint, Qualtrics, or C-Sharp) and statistical computation systems (SPSS, SAS or R).
Translate analytic results into policy and program recommendations to advise decision-makers on indicators related to effective leadership development, and for use in the recruitment and selection of VA/VHA employees using leadership programs/resources.
Build and test multivariate human behavior statistical models to project succession planning pathways, forecast pipeline development needs, and assess the impact of VA/VHA leadership programs.
Inform, design, and conduct comprehensive human behavior studies, special projects, and analytic forecasts related to VA/VHA leadership development practices and needs. Incumbent will translate results to advise senior management of systemic barriers affecting high-potential talent, and propose solutions, including, but not limited to: program innovations (processes, technologies), policy directives or legislation, proposals to expand agency resources, or changes to established talent management procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement:
In order to meet the basic requirement of the Social Science Analyst, 0101 series, you must possess one of the following:
1. Degree in behavioral or social science; or related disciplines appropriate to the position.
or
2. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
3. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the Individual Occupational Requirement, you must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization.
Specialized Experience:
Applying research principles and methods in a scientific or interdisciplinary area related to sociology, psychology, leadership development, organizational studies, or public health.
Building and testing multivariate human behavior statistical models to project succession planning pathways, forecast pipeline development needs, and assess the impact of leadership programs.
Designing, implementing, and overseeing scientific research studies to identify and develop new knowledge bearing on leadership development and succession planning processes.
Preferred Education:
The desired candidate must have formal academic training of a Masters degree or above in a scientific or interdisciplinary area related to sociology, psychology, leadership development, organizational studies, or public health with coursework emphasis in scientific research principles and methods (statistics, theoretical foundations, qualitative/quantitative research methods).

Knowledge Management- Knowledge of the value of collected information and the methods of sharing that information throughout an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work is conducted in home office/office, conference, or training room settings, which are adequately lighted, heated, and ventilated. Occasional travel may be required to attend meetings and conferences.
