Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the Connecticut Air National Guard with U.S. citizenship.
Duties
This National Guard position is for a SUPV IT SPECIALIST (PLCYPLN) (Title 5), Position Description Number T5913900 and is part of the CT 103rd Communications Flight, National Guard.
JOB SUMMARY: The primary purpose of this position is to provide supervision, subordinate guidance, and team leadership to assigned employees. They are accountable for directing the information and data integrity of all base and tenant organizations, as well as geographically separated units (GSUs) and communications and information functions. As the supervisor, the incumbent coordinates with DOD, AF, MAJCOMS, National Guard Bureau (NGB), other activities, and Wing Flying Units to procure, distribute, maintain, and replace requirements for all information technology (IT) and telecommunications infrastructure. Performs long-term planning and organizational development necessary to accomplish IT and telecommunications functions for programs essential ANG daily operations, training, and readiness missions.
The major duties include, but are not limited to:
Manages, plans, organizes, controls, and directs the communications activities for the Wing and Base to ensure mission accomplishment and optimum use of resources.
Coordinates communications activities and projects with other concerned agencies and organizations.
Coordinates with support organizations to assure an integrated approach to solution of problems.
Ensures formulation of comprehensive training plans for each function and specialty within the C4 and logistics activity.
Monitors and controls the daily expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
Qualifications
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:
Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.
Experience analyzing a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
KNOWLEDGE, SKILLS AND ABILITIES:
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Ability to plan, direct, and coordinate difficult and complex programs.
Ability to develop, apply, and adjust cyber program plans to attain agency objectives.
Ability to select, develop, and supervise a subordinate staff.
Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness.
Ability to make oral and written presentations in a clear and concise manner.
Ability to apply a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements.
Knowledge of and ability to utilize principles, methods, techniques, and systems.
Ability to write proper English in reports and presentation formats.
Ability to communicate clearly and effectively.
Skill in training, mentoring, and problem solving.
Skill in applying procedures and directives by reading and interpreting program material.
SPECIAL REQUIREMENTS: This position is covered under the Information Assurance Workforce Improvement Program and requires Information Assurance (IA) Technical Level II Certification. IA Baseline Certification is required within 6 months of assignment to the position. Employee will be required to maintain certification status and complete continuous education or sustainment training as required by certification. Failure to receive the proper IA certification may results in removal from this position.
