This position is in the Education and Staff Development Service at the Chillicothe VA Medical Center. The Education Section is responsible for all education and training throughout the organization to include New Employee Orientation, annual mandatory trainings, library services, the Talent Management System (TMS), leadership and development programs, coaching and mentoring programs, simulation, Basic Life Support and Advanced Cardiovascular Life Support education, Nursing Education, and more.

Duties

The incumbent serves as a Training Administrator and as the TMS Domain Manager and Content Creator. Major Duties of this position will include, but are not limited to: This system houses each employee's official education and training record, as well as serving as the mechanism for providing computer-based training for employees. He/she is required to managing a wide range of highly specialized and complex technical duties which support the varied missions of the Education and Staff Development Service, healthcare, research and education, and the associated administrative functions. The incumbent may also be assigned duties within the Education and Staff Development Service to support initiatives or programs as needed. The incumbent serves as an information resource to the Education and Staff Development Service, and identifies problems, develops solutions, and makes recommendations regarding pertinent policy or procedure changes needed related to any of these above programs, or related to other functions of the Education and Research Service. Exceptional interpersonal skills are imperative to function in this position. The incumbent is directly supervised by the Chief Nurse of Education and is responsible/accountable to her/him as her/his first line supervisor. The incumbent is also responsible/accountable to the Education and Staff Development Service. Functions as a facility domain manager or backup domain manager for the TMS educational package. This system houses each employee's official education and training record, as well as serving as the mechanism for providing computer-based training for employees. Performs work in the development of courses for instructional training programs. Participates substantially in coursework development or modification, and develops complete, full-length courses in well-established areas of a subject matter field. Plans, promotes, and develops educational programs and projects by stimulating activity and providing direction. Designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program's implementation. Work Schedule: Full-time, Monday through Friday 7:30 am to 4:00 pm. Flexible: May be available. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: I have one year of specialized experience equivalent to the at least the GS-9 grade level. Qualifying experience is experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR, Education: : I have a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related, in a major study such as education or a subject area related to the position to be filled. NOTE: Must include transcripts if qualifying based on education. OR, Combination: I have a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. NOTE: Must include transcripts if qualifying based on, or in part, education. You will be rated on the following Competencies for this position: Creativity and Innovation Education and Training Interpersonal Effectiveness Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position is primarily sedentary, but may require potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Work also involves some carrying and transporting of books, library materials, files and/or office supplies, driving. an automobile, etc. Fieldwork may involve traveling to outlying Community Based Outpatient Clinics (CBOCs), meetings and sources of information. Transferring objects, supplies and program materials throughout the Medical Center may be required. Work is usually performed sitting at a desk, in conferences and meetings. Some light physical exertion is necessary. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on program needs. If required as a condition of employment, the incumbent must complete annual Employee Health requirements, such as annual TB screening or testing.
