About the Position: This position is located in the US Army Contracting Command - Redstone ACC-RSA, Letterkenny Army Depot, Contracting Office, Chambersburg, PA.
Duties
Assist customer to complete technical evaluation after receipt of offers.
Prepare and file documentation to support contract requirements to include filing documentation in accordance with organization standards.
Assist in executing contract workload within the Directorate.
Formulate negotiation strategies, identifies areas subject to negotiations (e.g. price, quantity discounts, packaging, payment discounts, transportation, and delivery).
Obtain reports and evaluating production capacity, quality control, previous record of performance.
Serve as technical expert and advisor to customers in assigned program(s) relative to the market, the industry, specifications, and socioeconomic concerns.
Advise management of any issues that will impact or delay the acquisition.
Serve as a senior contract specialist responsible for pre and post award of procurement of constructions, supplies, services, equipment, and information technology.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification-Contracting within 36 months of entrance on duty.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award and post award functions such as selecting contract types, methods of solicitation, negotiation, and cost/price analysis; 2) Performing contract management such as monitoring contractor performance, resolving and executing contract audit recommendations, and/or negotiating settlement disputes; AND 3) Researching to provide acquisition planning and requirements advice. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education cannot be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
