This position is located in the Facility Management Division of a National Park Service, the primary purpose of this position is to serve as the Facility Management Systems Specialist with primary responsibility for the Park's Facility Management Software System (FMSS). The work performed involves a variety of duties and responsibilites in the operation of computerized systems and associated software in support of the asset management program. .

Duties

MAJOR DUTIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: Operates/oversees the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information. Assists in the determination of Asset Priority Index (API) ratings for all assets; Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology. Determines heritage and unique CRV values with cultural resource and appropriate staff. Completes the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget. Evaluates planned and actual cost of routine work orders and updates as required. Reviews reports to prioritize asset needs and communicates annual project needs to the facility manager and project manager. Works with park staff in developing facility projects in the Project Management Information System (PMIS). Assist with developing FMSS work orders and estimates for park projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line-Item Construction funded projects. Reviews park-prepared facility PMIS projects to ensure data fields are aligned and accurate information presented. Prepares and presents reports to management from FMSS databases for operational, fiscal, and planning purposes. Provides the chief of maintenance and staff with succinct, logical reports related to operational and project issues in the narrative as well as a visual format based upon data recorded in FMSS. Evaluates reports to assist the chief of maintenance in determining Operation and Maintenance (O&M) and project costs, and the appropriate expenditures to maintain priority assets. Utilizes a variety of software programs in the performance of tracking and reporting duties. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-08/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. TO QUALIFY FOR THIS POSITION AT THE GS-07 GRADE LEVEL, YOU MUST POSSESS AT LEAST ONE OF THE FOLLOWING MINIMUM QUALIFICATIONS BY CLOSE OF THE ANNOUNCEMENT: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing administrative support duties related to asset or maintenance management; recording facility information (e.g., inventory and condition data) in a software system, such as the Facility Management Software System (FMSS) and ancillary programs; entering facility condition and inventory data in a software system; monitoring maintenance and asset documentation. YOU MUST INCLUDE HOURS PER WEEK WORKED. OR EDUCATION: Successful completion of at least one full year of graduate study in a directly related field (for example, business administration or computer science) involving planning and providing administrative support services for a facility management operation. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. OR Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience (50% of the experience requirement), and 14 semester hours or 21 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. OR Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. TO QUALIFY FOR THIS POSITION AT THE GS-09 GRADE LEVEL, YOU MUST POSSESS AT LEAST ONE OF THE FOLLOWING MINIMUM QUALIFICATIONS BY CLOSE OF THE ANNOUNCEMENT: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing and managing asset condition assessments for a park, recreational area, or similar facility by identifying, planning and recording in a software system, such as the Facility Management Software System (FMSS) and ancillary programs; documenting deferred maintenance, inventory, and condition data; developing and monitoring a facility management asset documentation process; assisting in project development through the use of an automated system such the Project Management Information System (PMIS). YOU MUST INCLUDE HOURS PER WEEK WORKED. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. OR Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
