The primary purpose of this position is to serve as the assistant to the Unit Movement Coordinator (UMC) and Installation Army Mobilization Officer, Installation Army Deployment Support Plan (ADSP) manager and Army Reserve Component Deployment Support Plan (ARC MSP) manager. Duties

Plans and executes the deployment of 11th Airborne Division/ United States Army Alaska (USARAK), and other Air Force, Army, Department of Defense (DoD), Federal, and Reserve organizations. As the squadron logistics management technical advisor on logistics readiness, performs studies, provides technical advice on mission capabilities and coordinates movement of personnel, cargo, equipment, and material to deploy. Compiles, analyzes, interprets, and maintains deployment data using automated systems in support of the Instillation Army Deployment Support Plan (ADSP), Army Reserve Component Deployment Support Plan (ARC MSP), and War reserve Material (WRM) Program. Develops education and training materials and testing procedures and conducts training courses. Develops and executes plans at the installation level that support the training and deployment and redeployment objectives. Serves as the JBER Assistant Army Mobilization Officer. Provides assistance to activated/participating Army Reserve Component and National Guard units directed to use Joint Base Elmendorf-Richardson (JBER) as a contingency Mobilization Force Generation Installation (cMFGI) for full activation or for a directed Mobilization Exercises (MOBEX).

Qualifications

Continued Conditions of Employment This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours. This is a Key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (In Accordance With (IAW): Department of Defense Directive (DoDD) 1200.7, "Screening the Ready Reserve,") The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federa1 and agency logistics concepts, principles, practices, procedures, regulations, and laws applicable to a full range of logistics management responsibilities. Ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the installation. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Knowledge of the policies, regulations, operating characteristics, goals and objectives of automated personnel and property/equipment /materiel accountability systems intrinsic to military deployments and mobilization. Knowledge of traffic management policies, regulations, decisions, goals, objectives, and transportation related issues sufficient to determine specific transportation requirements and the modes of transportation. Knowledge of and skill in either equipment documentation requirements or transportation requirements sufficient to resolve complex problems related to deployments and to assist Theater/Command units in identifying problems and resolving them. Knowledge of military organizational structure, and the relationships between the supply, equipment and transportation policies, procedures, and practices. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis in order to develop course materials and presenting formal and informal courses and briefings. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
