This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in Fort Bliss, TX.

Duties

Review construction practices to direct contractor's attention to deviation from standards of practice. Perform quality assurance checks on samples of contractor's materials. Ensure construction work is properly scheduled and completed for efficient steady progress of work. Direct contractors attention to safety hazards that may affect the work under contract. Provide support in developing courses of action for construction maintenance, repair and service projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret clearance (T3 - Non-Critical Sensitive Investigation) to have access to classified information and attend classified meetings.
  • Must obtain and maintain a valid State driver's license.
  • This position requires long periods of standing, walking, crawling, stooping, and bending.
  • This position requires an pre employment physical and must be able to lift and carry over 35 lbs.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience monitoring construction repair and maintenance activities; interpreting plans and specifications; inspecting materials; and observing contractor work for compliance with safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree directly related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
