THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 AVIATION RESOURCE MANAGEMENT SPECIALIST (MI 127 OSS), Position Description Number T5258000 and is part of the MI 127 Wing, National Guard.

Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** This position is located in the Air Operations Division of an Air National Guard Aviation Wing. Its purpose is to: plan, implement, and control all operational administrative aspects of aircrew resource management, aircrew training, aircrew incentive pay, various Air Force forms, Aviation Resource Management System (ARMS) control, ARMS interfaces, operational reports, technical guidance, and training of assigned aviation resource management personnel. This is accomplished through the: interpreting and administering of laws and regulations; directing, controlling, and monitoring the resource and training requirements of assigned rated and non rated aircrew for mission accomplishment and safety of flight; and serving as the overall ARMS database manager, analyst, and administrator for the Wing. As required, the position periodically performs Flight Services Specialist duties. MAJOR DUTIES: 1. Interprets and administers laws and regulations regarding incentive pay and has sole approving authority to determine eligibility and entitlement to Aircrew Incentive Pay (ACIP), Career Enlisted Force Incentive Pay (CEFIP), and Hazardous Duty Incentive Pay (HDIP, (parachutist duty)) on all aviation related duties for personnel assigned to the Air National Guard unit. 2. Controls and monitors the resource and training requirements of assigned rated and non-rated aircrew for mission accomplishment and safety of flight. 3. Develops and implements unique applications programs using base-level computers to meet the specific needs of the unit. 4. Performs Flight Services Specialist work within the Air Operations Division which is responsible for coordinating and maintaining liaisons with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters. 5. Qualifications

SPECIALIZED EXPERIENCE: Minimum Time Required: 24 Months --Broad knowledge of various aviation management programs, policies, requirements, and objectives to: determine eligibility and entitlement to incentive pay; publish aeronautical and military pay orders; review information received from finance, medical, personnel, and maintenance for use in the review and auditing of flight records to include: correct and current aeronautical orders, military pay orders, medical and physiological requirements, training requirements, flying hours, and Aviation Position Indicators. --Applies knowledge of aviation resource management principles, programs, policies, and practices, and skill in interpreting and explaining the law and regulations relating to all facets of administering the incentive pay programs (ACIP, CEFIP, & HDIP) .--Applies knowledge of and skill in flight management principles and methods, to include management of the flying hour management program in order to provide documentation and reports to assist in the Wing's effective use of the annual flying hour allocation.--Applies knowledge of software programs, i.e., Aviation Resource Management System, Oracle Browser, and various ad-hoc programs, to create or revise various reports, tables, or products to aid management in the development of policies, procedures, and strategies for an effective aviation program. Includes knowledge on installation of program updates, patches, or releases; interface requirements for use of ad hoc programs; how to troubleshoot system difficulties; and to repair or request system repairs. --Skill in evaluating the effectiveness of the program managed and in developing strategies for necessary improvements. --Ability to anticipate issues of potential sensitivity that arise during the administration of the Aviation Resource Management system. --This position requires: knowledge of general principles, methodology, purposes, and legal requirements of the Federal motor safety program; skill in applying this knowledge to plan and perform a variety of compliance assignments; practical knowledge of body of laws, regulations, policies, and procedures; skill to interpret, explain, and otherwise apply this knowledge to a variety of problems; practical knowledge of conventional fact finding, problem solving, or investigative techniques to develop, critically analyze, and evaluate facts relative to an inspection, investigation, or other project; to identify key elements of the problem under study; to recognize and resolve irregularities in the data collected to analyze facts to draw reasonable conclusions as to the nature and seriousness of the problem; and to take or recommend action soundly supported by the case documentation or other research. The incumbent of this position has knowledge of the principles, methodology, and legal requirements of Aviation Resource as it affects; incentive pay, aeronautical orders, military pay orders, flight records, training requirements, etc. --The incumbent must have the knowledge to read and interpret the regulations as they deal with these issues; must identify and analyze all of the facts associated with the problem; provide an explanation as to which regulations are not being complied with as a result of the problem; and what the resolution for the problem is in order to be in compliance. The action taken or recommended by the incumbent is a result of analysis of all facts present, past precedence, and research with the various regulations in order to come up with a determination that is consistent with regulatory requirements.
