This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Total-Rewards-of-an-Allied-Health-VA-Career-Brochure.pdf Medical Technologist: vacareers.va.gov/wp-content/uploads/sites/5/Total-Rewards-of-a-Medical-Technologist-Career-Flyer.pdf A Supervisory Technologist serves as an Assistant Laboratory Manager with responsibility as a Control Point Official for the Pathology and Laboratory Medicine Service Line (PLMS), maintains scheduling of personnel for the service, has full supervisory responsibility for PLMS area supervisors, and in the absence of the Laboratory Manager serves as the Acting Laboratory Manager. Assists in the planning, implementation and coordination of the service quality control program. Ensures participation in acceptable proficiency testing from external sources in all areas of PLMS testing to include tracking of specimens and ensuring results are sent in the appropriate time frames. Responsible for quality assurance activities in all sections of the service and assists Ancillary Testing Coordinator in quality assurance activities at all point-of-care testing sites. Ensures that all appropriate written policies and procedures are maintained and current for a comprehensive Performance Improvement Program designed to monitor and evaluate the overall laboratory testing procedures at all testing sites in the Medical Center and outreach functions. Participates in the review and evaluation of PLMS program objectives such as CAP, Joint Commission, FDA and AABB. Evaluates the quality of laboratory services through inspections and review of reports and data. Member of QA/QA/PI and Blood Utilization Committees. Coordinates training and development needs of employees. Develops and coordinates training for Section Supervisors and Lead Technologist in Performance Improvement. . Coordinates ongoing training for Section Supervisors and staff in statistical quality control analysis to include steps encountered in the pre-analytic, analytic, and post-analytic phases of laboratory testing. Plans, implements and coordinates with Medical Center Performance Improvement Office to insure all PLMS Joint Commission standards are met, monitored, and maintained. Assists the Laboratory Manager in maintaining and monitoring of competency training of service personnel to meet all CAP, JC, FDA, and AABB requirements required for accreditation of the laboratory. In charge of the Section Supervisors, and provides assistance to the Laboratory Manager, PLMS Executive in the development of working internal and external benchmarks of laboratory services provided by PLMS. Participates in external CAP/JC inspections for other health care facilities. Act as Laboratory Manager in the absence of the Laboratory Manager at the CBOCs. . Ensures work schedule for entire PLMS staff maintained by area Supervisors. Publishes schedule for Supervisors. Responsible for maintaining adequate staffing of service. In charge of monitoring initial orientation and training of staff and student technologists with medical technology/clinical laboratory scientist programs. In charge of monitoring all staff and ensuring that continuing education requirements are met. Assists in assessing operating costs and budget. Writes reports/summaries on topics concerning laboratory services and quality management. Analyzes historical data and trends. Functions as reviewer for the Control Point Official and when appropriate Contracting Officer Representative (COR). Assists Laboratory Manager and PLMS Executive in long-range planning of prospective changes in function of programs in the service with periodic review, evaluation, and adjustments of long-term goals and objectives. Qualifications

Basic Requirements: Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education and/or Experience Combination (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post- baccalaureate certificate program or be integrated into a four- year program of study that culminated in a baccalaureate degree. OR (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP- BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Certification. Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: IN ADDITION TO THE BASIC REQUIREMENTS YOU MUST MEET THE GRADE REQUIREMENTS FOR THE GS-12 LEVEL BELOW: Specialized Experience: Must have at least 1 year of creditable experience equivalent to the GS-11, which is directly related to the position to be filled. Creditable specialized experience typically includes but is not limited to: Experience with federal and state laws and regulations, laboratory accrediting and regulatory requirements. Experience with laboratory quality management procedures and principles. Ability to provide a full range of supervisory duties. Ability to analyze organizational, technical, and administrative problems. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. Experience with setting short and/or long term goals and conducting studies on technical and administrative problems. There is no educational substitution at this grade level. In addition, one must be able to demonstrate the following Knowledge, Skill and Abilities: Knowledge of Federal and state laws and regulations, laboratory accrediting and regulatory requirements in order to develop new policies and guidelines, formulate plans and the ability to judge effectiveness of the operation. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff; recommendation of awards, advancements, and disciplinary actions. Ability to analyze organizational, technical and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. Ability to manage fiscal matters, forecast resource and equipment needs and administer the allocated budget. Ability to set short and/or long term goals for the section and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. Preferred Experience: Knowledge of specimen requirements for tests performed in-house and referred to reference laboratories. Physical Requirements: The work is primarily sedentary, although there may be some walking or standing; carrying of light items such as manuals and educational materials.
