Serves as the Regional Housing and Property Management Specialist, Real Property Program Manager, Space Leasing Program Manager and Housing Program Manager. Responsible for planning, management control and advisory responsibilities of these program areas which are concerned with major support services programs which require consideration of the impact of changes made in one program on other support services or administrative programs/areas.

Duties

This one vacancy that will be filled in Lowell, MA or Philadelphia, PA. Salary Range of position in Lowell, MA is $98,240 - $127,707 Salary Ranger of position in Philadelphia, PA is $95,694 - $124,398 MAJOR DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: Plan, manage, and advise on program areas for major support services programs. Initiate and develop recommendations on strategic plans, policies, and procedures for park and region-wide housing and real property. Instruct training, guidance, and oversight to multiple complex data systems managed by DOI and NPS, such as iQMIS, FBMS, AMRS, FMSS, FRP, and HIP. Coordinate with a variety of governmental departments and agencies. Attend Service-wide conferences and participate in workgroups. Serve as an NPS representative on focus groups and training cadres to advocate for bureau-specific requirements. Working Conditions: Work is performed in an office setting with occasional field trips. Periodic site visits to parks for project review and site inspections may require physical exertion due to adverse weather conditions, remote sites or poor facility conditions. Long periods of standing and walking on uneven terrain may be experienced during field visits. Physical Demands: Most of the work of this position is sedentary. Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications

All qualifications must be met by the closing date of this announcement-08/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. EXPERIENCE: Possess at least one year of specialized experience equivalent to the GS-11 level in the Federal Service. Specialized experience is experience that demonstrated the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. One year of specialized experience equivalent to GS-11 level (obtained in either the public or private sectors) providing technical support for program management work utilizing a comprehensive range of principles, concepts, and practices in the area of facility management which includes: Monitoring and tracking a program budget; Utilizing a variety of asset management and database management software programs related to employer provided housing and tracking real property; Preparing and presenting reports to management from facility maintenance databases for operational, fiscal and planning purposes; participating in the formulation and execution of long range strategies for facility management. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
