About the Position: Plans, coordinates, and may develop procedures and policies for the implementation of the Commands decentralized program budget system. Ensures OMAR and RPA are integrated in the Command Operating Budget (COB), the status of operating resources is continually monitored, and reprogramming is accomplished as necessary. Analyzes program managers' budget submissions, conducts independent budget analysis, and provides managers with advice and training as necessary.

Duties

Review funding policies to stay within established budgetary guidelines. Use budgeting techniques to revise budget estimates. Develop funding forecasts and estimates needed to support and prepare narrative justification to defend budget. Advise management on funding changes to ensure they stay within required budget limitations. Evaluate programmed distribution to ensure proper balance of funds in support of mission requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position may require the employee to occasionally travel away from the normal duty station approximately 10% of the time.
  • Position requires completion of Financial Management level 2 certification within 24 months from date of hire.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes work that involves processing commitments, obligations, accruals, disbursements, and orders received for both direct and reimbursable funds. Prepare Command-level financial management briefings, presentation, information papers, and graphics. Provide fiscal advice to the Command and supported activities by developing and distributing fiscal guidance. Monitor the execution of resources in comparison to the developed phased obligations plans. Review and consolidate resource requirements associated with all supported activities ensuring a balance between funding, manpower, and operational requirements. Use financial management systems for collecting and reporting budget data such as General Fund Enterprise Business System (GFEBS), Access On-Line (Government Purchase Card), and Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
