As a Financial Technician, the incumbent's primary responsibilities include researching and entering incoming payments (collections) into the financial system and supporting the Debt Management Specialists and external customers in the area of collections. Customers may include other USDA agencies served under Service Level Agreements (SLA).
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Posts all collections to the financial system accurately and timely (high volume).
Validates, monitors, controls, and maintains accounting transactions and accounting records for multiple accounts.
Runs daily Treasury system reports to account for all agency collection activity.
Reconciles subsidiary financials to general financials for accounts having a variety of transactions.
Reconciles detailed listings of outstanding transactions to the financial system.
Consistently works with other offices and agencies to ensure our agencies collections entered balance with Treasury’s records.
Handles difficult customer contacts, negotiating and resolving controversial financial issues in a courteous and professional manner.
Performs research and analysis on payments made in error and/or overpayments from customers and prepares refund documentation.
Performs some debt collection, such as bounced payments, making contact with customers to collect.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Utilizing various computer systems and software applications, with a minimum of intermediate level Excel experience (ex. writing formulas, formatting, copying/pasting, etc.).
Demonstrating a high volume transactional workload with strong attention to detail and a high degree of accuracy.
Utilizing research and analysis skills to determine proper postings or corrections needed.
OR
4 years of successfully completed education above the high school level;
OR
Equivalent combinations of education and experience are qualifying for this grade level.

This education must have been successfully completed and obtained from an accredited school, college, or university
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
