The primary purpose of this position is to serve as the principal advisor to the Director of SAF/CDM, for all matters concerned with the formulation of SAF/CDM's plans and policies for civilian and military personnel, manpower, management, and the readiness of the workforce. Develop and execute the overarching policy supporting execution of all functional areas of civilian personnel.
Duties
Plans, organizes, and directs the overall activities of the human capital program for all SAF/CDM. Develops goals and objectives that integrate Air Force and Under Secretary of Defense for Intelligence and Security mission and personnel policy objectives.
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.
Establishes, develops, and maintains effective working relationships with HQ Air Force, OUSDI&S, DoD, OPM, IC, ONI and civilian institutions. Directly communicates with SAF/CDM Director, Deputy Director and other directorate DISES and DISLs on all agency personnel program issues.
Performs strategic communication and recruitment efforts to advocate for organization. Directs the utilization of internal and external communication systems to Air Force and Navy program areas are publicized and customers remain informed.
Oversee performance management to support SAF/CDM's strategic objectives, and bolsters employee management relations, including goal setting, performance tracking, awards program and feedback mechanisms. Oversees the SAF/CDM Office of Employee Experience and the Office of Talent Management.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervisor/Management" work category are at the "Expert" work level and are equivalent to those at the GG-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Plan and conduct broad and extensive critical projects that are vital to talent acquisition, employee relations and retention. Leads and directs all related initiatives, policies and programs to advance the commitment to recruitment, retention, learning and development. Promote advances in principal Human Resources program plans, goals, objectives, and milestones. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to develop and execute strategic human capital strategies and initiatives that align with the overall Organizational business strategy and goals.
2. Ability to develop and implement effective recruitment and retention strategies, including the use of data analytics to inform decisions.
3. Knowledge of best practices related to performance management, including goal setting, feedback mechanisms, and employee development.
4. Knowledge of best practices in employee relations, including conflict resolution, employee engagement, and diversity and inclusion practices.
5. Ability to lead and manage a team of human capital professionals, providing guidance, support, and mentoring to ensure high performance and engagement through proper communication both orally and in writing, clearly concisely and with technical accuracy.
6. Ability to analyze, plan, and direct work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
