This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Forester position performs work that manages the Forest Management and Conservation Program at Fort Knox, Kentucky, providing technical expertise and advise in regard to program operation. The Forester evaluates the management and protection of forest lands and properties.

Duties

FOREST MANAGEMENT: Inventory and measure standing timber by species, volume and product according to generally accepted forest management metrics. Proper use forest and spatial software and equipment technologies. Project Management: Apply forest management and silviculture techniques to properly manage a diverse deciduous forest. Oral Communication: Provide scientific and/or technical advice or support in the subject matter area of forest management to others. Problem Solving: Identify critical forest management problems and develop sound solutions. Planning and evaluating: Operations such as prescribed burning, herbicide applications, tree planting, forest access while applying required Best Management Practices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation Tier 1 investigation.
  • Incumbent must obtain and maintain DoD Pest Management Certifications required for the application of pesticides and an Integrated Pest Management Coordinator certificate.
  • Possession of and maintaining a valid State Motor Vehicle Operators License is required.
  • May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations.
  • Must complete and satisfactorily pass pre-employment and periodic annual physical exams.
  • May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays
  • This position requires the employee to be able to lift or carry heavy objects in excess of 50 lb.
  • TDY travel is occasionally required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the BASIC EDUCATION requirements and the education/experience described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC EDUCATION REQUIREMENT for Forester GS-0460-11: Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. NOTE: You must provide your transcripts. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. NOTE: You must provide your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR THE GS-11: Specialized Experience: One year of specialized experience which includes 1) Performing work that supports a forest management and conservation programs; 2) Providing technical expertise and advise to stakeholders for program operation; 3) evaluating the management and protection of forest lands and properties such as: inventory, planning, evaluating and managing the forest resources: timber, soil, land, water, wildlife and fish habitat, minerals forage and outdoor recreation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
