Duties

If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Paralegal Specialist duties within the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the General Counsel. Typical work assignments include: -Evaluating the sufficiency of evidence to obtain all necessary evidentiary documentation using a wide range of qualitative and/or quantitative methods to analyze and synthesize intricate evidence. -Assisting attorneys with processing, investigating, adjudicating, and asserting claims under various authorities, such as the Federal Medical Care Recovery Act (FMCRA), the Federal Tort Claims Act (FTCA), the Federal Claims Collection Act (FCCA), Medicare Secondary Payer (MSP) program, the Military Personnel and Civilian Employees Claims Act (MPCECA). -Assisting with petitions for remission of criminal or civil forfeitures. -Preparing documents necessary to the effective administration of claim functions, including correspondence, statements of claims, releases and closing documents.

Qualifications

Specialized Experience:GS-09: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1) Providing legal analyses on policy and legal issues; 2) Assisting in drafts memoranda, briefs, pleadings, and correspondence; 3) Managing administrative and litigation case workflows, tracking deadlines and facilitating communication with internal stakeholders and external entities; 4) Managing evidentiary materials and maintaining organized litigation files. OR Master's or equivalent graduate degree if in a related field (e.g., criminal justice, law) or, two full years of progressively higher-level graduate education leading to such a degree, or an LL.B or J.D. if in a related field (e.g., criminal justice, law); or a combination of both specialized experience and education as explained below. A combination of experience and graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first full year can be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. Specialized Experience:GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: 1) Providing support to attorneys in processing, investigating, and adjudicating claims; 2) Preparing legal documents such as statements of claims, releases, correspondence, pleadings, motions, and discovery responses; 3) Retrieving specified information from litigation databases of electronically stored discovery and evidence; 4) Preparing exhibits in digital form for presentation at trial; 5) Organizing and managing voluminous collections of evidence and discovery in both paper and electronic formats. OR Ph.D. or equivalent doctoral degree, if in a related field (e.g., criminal justice, law), or, three full years of progressively higher level graduate education leading to such a degree, or, LL.M. if in a related field (e.g., criminal justice, law); or a combination of both specialized experience and education as explained below. A combination of experience and graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Specialized Experience:GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: 1) Evaluating evidence and preparing written recommendations with thorough legal analysis and conclusions on federal statutes and regulations; 2) Supporting attorneys in administrative and judicial hearings and trials by organizing evidentiary materials; 3) Interviewing witnesses and other individuals who can provide insight into cases; 4) Assisting with electronic discovery obligations, and maintaining litigation files to ensure compliance; 5) Preparing exhibits in digital form for presentation at trial.
