Vacancies will be filled in the following specialty areas:
Deputy Commissioner for Operations Support
The following are the duties of this position at the full working level.
Meets with managers and executives within the Service as well as executives from other agencies and members of the private sector to define the overall goals and objectives of the assignment.
Prepares action plans and schedules for various phases of project accomplishment, both short and long range; ensures that plans are consistent with the goals, schedules, and policies, and that they follow LSS and/or CPI methodology.
Facilitates meetings with identified Subject Matter Experts to develop detailed process models which will be used as a means of identifying potential improvements.
Prepares recommendations for resource requirements to accomplish the project, negotiates with managers of various components of the Service, other agencies and the private sector to obtain needed resources and support.
Plans and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Experience participating in or leading a process improvement effort. Experience with process improvement methodologies and project management techniques. Experience performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Experience making recommendations and conducting studies of employee/organizational efficiency and productivity.
OR
EDUCATION: You may substitute education for experience as follows: Ph.D. or equivalent doctoral degree OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

LL.M., if related.
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Lean Six Sigma (LSS) Yellow Belt Certification. Experience participating as a core team member or subject matter expert on a project(s). Experience developing process maps to support Six Sigma projects. Experience with data gathering and analysis in support of LSS Projects. Experience with project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral and written communication techniques to present findings and negotiate solutions.
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Lean Six Sigma (LSS) Green Belt Certification. Experience leading a Lean Six Sigma project(s) including development of process maps, data gathering and analysis. Experience with project management techniques to plan, schedule, and conduct complex projects; mission, organization, and work processes to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral and written communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
