This position is located in the Clinical Informatics Section (CIS). Clinical Operations Branch (COB), Office of the Clinical Director (OCD), National Eye Institute (NEI). The Medical Record Administrative Specialist is expected to take responsibility for direction of the functions of the centralized NEI record system.

Duties

Serves as the first line of communication between the CC HIMD and institute staff in matters regarding medical records, clinical documentation, and data utilization. Assists in the development, maintenance, evaluation and adaptation of systems and procedures, for the storage, retrieval and dissemination of records related to the delivery of ophthalmic care and execution of clinical research protocols. Builds new electronic data collection screens following provided specifications using existing computer applications. Implements established policies and procedures for the maintenance and control of medical records, reports, and clinical research data. Anticipates problems, performs objective analysis of cause, develops alternatives for solution, implements change, evaluates impact, and reports results. Evaluates and maintains compliance with the regulatory and accreditation policies and guidelines that pertain to the work performed. Assists section staff with maintenance of electronic medical record filing systems and electronic schedule systems (currently from NextGen Healthcare Inc).

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-09 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Maintaining, analyzing, and implementing established policies and regulations for the management of ophthalmic medical records and research records documentation; Generating and reviewing Cognos reports to monitor compliance with policies and identifying trends which may reflect on the institute; Analyzing record documentation to assure the presence of all required component parts; Conducting periodic audits of medical record documentation. OR Completion of a Masters' degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of an equivalent graduate degree, if related; OR A combination of post baccalaureate education and specialized experience that meets the qualification requirements for this position.
