This position is located within the Accounting and Systems Division, Financial Management Directorate (FMD), Washington Headquarters Services (WHS). The Accounting and Systems Division is responsible for performing accounting and financial systems support for the Office of the Secretary of Defense, Washington Headquarters Services, and WHS supported organizations.

Duties

Incumbents typical work assignments may include the following: - Analyzes and evaluates the effects of continuing changes in financial program plans and on the accomplishment of WHS customers' budgets and milestones. - Researches, interprets, and modifies guidelines to fit specific cases encountered in the financial management and accounting operations. - Resolves financial problems and develops alternative methods of funding and reprogramming. - Ensures the proper accounting and budget treatment of financial transactions. - Provides interpretation of financial reports and other resource management information to ensure that financial management, manpower, and accounting systems produce accurate results, and meet legal requirements. - Participates in working groups to discuss information related to assigned systems to solve a wide variety of complex problems.

Requirements

  • This is a National Security Position has been designated as ? ***Security designation level such as Noncritical Sensitive, Critical, or Special Sensitive***. Incumbent is required to obtain and maintain a ***Access Level*** security clearance.

  • The employee must be able to obtain and maintain a Secret security clearance.
  • This position is designated as a Testing Designated Position {TDP) under the civilian drug-testing program.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and or holidays and/ or overtime.
  • Work may require occasional travel away from the normal duty station on military or commercial aircraft.
  • Incumbent is certified as Financial Management Level II, or working toward this certification.

Qualifications

In order to qualify for this position, you must meet the requirements described below. GS-05: Your resume must demonstrate basic knowledge of accounting and budget terminology; basic knowledge of extracting budget and program data from financial systems. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes. Specialized experience includes most or all of the following: analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; knowledge of accounting and budget procedures related to appropriation controls, transfer of funds, reimbursement of expenditures, refunds of administrative expenses, discounts, and handling of partial funds. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the performance of functions of budget and/or financial objectives. Specialized experience includes the some or all of the following: analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; and providing advice, assistance and analysis related to accounting and financial management. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes. Specialized experience includes most or all of the following: application of financial, budgetary, and procurement procedures related to acquisition programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met at the closing date of this announcement.

Education


GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.


PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
