You will serve as an ACCOUNTANT in the Office of FMO AND P FIELD OFFICE.
Duties
You will provide oversight and control of design, development and implementation of the accounting, finance and financial management system providing information for DON.
You will provide reviews and analytical support for the primary DON focal points for the release of DON financial information and related data to the Department of the Treasury, OMB, OSD(C) and congress.
You will ensure compliance of DON accounting and disbursing policies and procedures in accordance with guidelines issued by authoritative financial management organizations such as USD(C), DFAS, Department of Treasury, OMS and GAO.
You will coordinate corrective actions to resolve accounting and disbursing problems identified during the review of financial systems and/or as the result of operational activities.
You will assist with Life Cycle Management review and approval process of Navy and Marine Corps accounting, finance and financial management systems being developed to support departmental, intermediate command or installation levels.
You will assist in the coordination, preparation and review of the annual DON-wide and Navy Working Capital Fund CFO financial statements.

- This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing analysis, review and reconciliation of financial statements, reports or transactions;
Experience reviewing monthly financial reports to reconcile discrepancies; and
Experience using accounting automated systems and tools to gather, assemble, consolidate, and analyze financial data.
GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems;
Experience supporting the development of annual financial statements, while ensuring they are appropriate, categorized correctly, and accurate; and
Experience supporting the preparation of supporting documentation of financial statements.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Education
In addition to the Specialized Experience requirement applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Or
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
