This is a position in Sterile Processing Service (SPS) as a Lead Medical Supply Technician for the Lexington VA Health Care System, VISN 9, Lexington, KY, Bowling Campus. In this position, the incumbent will provide decontamination, preparation, sterilization, and distribution support of reusable medical devices (RMD) for the medical center. RMD refers to all critical and semi-critical items that are reprocessed through SPS.

Duties

The incumbent will have knowledge of the processes for RMD as required by this position. The incumbent will be required to maintain current knowledge of the Standard Operating Procedures (SOPs) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of RMD appropriate to this position. The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RMD appropriate to this position. The Lead MST works in support of the SPS management team. Assures an even workflow and distribution of the workload. Revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns work to staff based on experience and training needs. Monitors and reports on the status of work. Ensures SOPs and SPS mandates are followed during the performance of work. Reviews work in progress or spot checks work not requiring review to ensure completed work meets supervisors' instructions on such things as work sequence, procedures, methods, and deadlines. Assesses the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of RMD. Provides information to SPS management concerning performance issues, assignment changes, and completion of tasks. Instructs employees on work-related activities, policies, procedures, and goals. The Lead MST will lead the team of employees performing medical supply technician work. Incumbent will provide guidance and technical direction for accomplishing the work of the team. Conducts competency training and competency validation of the team. Performs quality assurance duties under the direction of the Supervisory MST. Assists with assigning work to staff based on experience/training needs. Monitors and reports the status of work. Ensures Compliance SOPs, SPS mandates, and VA directives. Reviews work in progress or spot checks work not requiring review to ensure completed work meets supervisors' instructions. Performs other related duties as assigned. The employee works under the direct supervision of the Supervisory MST with general supervision from the Assistant Chief and/or Chief of SPS. The employee will work as a team member with other Medical Supply Technicians of various experience to carry out the daily work utilizing the SOPs and/or manufacturer's Instructions for Use (IFU) in accordance with instructions, policies, previous training, or accepted/standard practices. The employee works independently, consulting with the supervisor on unusual problems that develop, which could include seeking urgently needed supplies from other medical facilities on a loan basis. While working on days, evenings or weekends shifts, supervisory assistance may not be available for problems that arise and the employee is responsible for solving these problems in consultation with the medical staff of the medical center. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Tours/On Call: This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital. Some positions require rotation indefinite work on non administrative tours as established by the immediate supervisor. May be on call at any time as required by management. Other duties as assigned by supervisory official. Self-motivated in the pursuit of meeting professional work standards. Training / Travel: This position may be selected to attend VHA sponsored educational training or certification courses. Must be able to obtain and maintain a valid Kentucky Driver License to operate a government vehicle. This position is not suitable for telework. The incumbent will be responsible for promoting a culture of safety and will fully cooperate in efforts to improve patient safety and eradicate potential events including the reporting of events resulting in actual or potential injury to a patient. Incumbent must demonstrate knowledge of the reporting procedures involving safety issues relating to patients. Work Schedule: Monday - Friday 3:30pm - Midnight or 1:30pm - 10:00pm with call. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education: Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or (Note: A transcript must be submitted with your application). Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. (To calculate the percentage, divide the total months of qualifying experience by 6. Then divide the total number of completed semester of graduate education by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify) English Language: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade assignment of candidates. Required Experience: In addition to the basic requirements, One year of experience equivalent to the next lower grade level GS-06. Examples of experience includes: Receives contaminated critical and semi-critical Reusable Medical Equipment (RME) in the decontamination area and may receive noncritical equipment in the decontamination area as well. Disassembles the RME and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions. Inspects, assembles and determines the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high level disinfecting scope reprocessors. Performs and documents daily operational checks and records for all sterilization equipment. Endoscope experience Required. In addition to the experience above, the candidate must demonstrate the following KSAs: Demonstrated Knowledge, Skills, and Abilities. Ability to instruct staff on the correct procedures and protocols for completing assignments. Skill in communicating with staff to ensure compliance with written directives, rules and regulations. Skill in interpersonal relationships in dealing with employees, team leaders, and managers Knowledge of sterility principles in order to instruct staff on decontamination procedures Ability to lead individuals, manage priorities, and schedule work assignments References: VA Handbook 5005/83, Part II, Appendix G47, Medical Supply Technician Qualification Standard. The full performance level of this vacancy is GS 7. The actual grade at which an applicant may be selected for this vacancy is GS 7. Physical Requirements: This work is performed in various settings: decontamination, preparation & packaging, clean/sterile supply, and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty, and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from reprocessing equipment. The work requires standing and walking during the entire workday. Additionally, frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulation, disassembly, and assembly of instrumentation. On a regular and recurring basis, the employee alternates between the controlled access areas which include contaminated and sterile/clean environments. The employee is required to wear facility issued scrubs in conjunction with applicable PPE as required by the specific area which includes but is not limited to hair & shoe covers, gowns, gloves, face shields, and safety glasses that can be uncomfortably warm. The employee is subject to burns from accidentally touching hot items and the hazards of working around minute quantities of sterilizing gasses. The employee can be exposed to hazardous chemicals and vapors. The employee can be exposed to slips, trips, and falls related to wet environments. The employee often works around body fluids, mucous, excretions and bits of tissue, some of which may be foul smelling. Strong, unpleasant odors are encountered while decontaminating bloody or grossly contaminated instrumentation or reusable medical devices. The work area is noisy due to the clatter of metal instruments, rumbling of carts, and operation of reprocessing equipment.
