The primary purpose of this position is to serve as first level supervisor and technical advisor, monitoring all operations relative to travel/military pay and providing technical guidance to all Individual Reservists. Supervises by planning, directing, and organizing HQ RIO's Reserve Travel Office/Reserve Pay Office technicians for the technical auditing of travel and military pay transactions. Audits, conducts research, investigates and solves problems involving discrepancy reconciliations.

Duties

Serves as primary focal point for Travel/Military Pay issues for Individual Reservists (IR). Analyzes complex and dated documentation to determine travel/military pay entitlements in accordance with the Barring Act and Public Law. Ensures the completion of a vast array of complex travel/military pay actions (e.g., PCS/TDY pay, correction and adjustment of several items due to changes in authorizations, reconciling out of balance accounts, separations/final pay, multiple-time payments, etc.). Exercise supervisory personnel management responsibilities. Represents RIO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ AFRC and HQ Air Reserve Personnel Center (ARPC). Provides customer service support in person or by telephone, as well as completes correspondence whether by answering written inquiries, or through the preparation of letters to obtain omitted or sensitive information related to travel/military pay entitlements.

  • This is a Financial Management Level I Certified position IA W the National Defense Authorization Act (NOAA) 20 I 2, Public Law 112-81, Subtitle F-Financial Management, Section I 599d. (cont.)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS 0503. SPECIALIZED EXPERIENCE: Internal Candidates (current federal employees) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing advice and assistance to Individual Reservist Readiness and Integration Organization (RIO) management regarding travel/military pay services/functions to meet current and long-range program goals and objectives. SPECIALIZED EXPERIENCE: External Candidates (non-federal employees) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes providing advice and assistance to Individual Reservist Readiness and Integration Organization (RIO) management regarding travel/military pay services/functions to meet current and long-range program goals and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. Internal Candidates (current federal employees); one year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level and External Candidates (non-federal employees); one year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a large body of complex procedures, regulations, laws and rules concerning payment of travel/military pay claims; and accounting terminology, accounting structures; and data system(s) used to support travel/military pay actions; and federal debt collection rules and regulations. 2. Knowledge of safety and security regulations, practices, and procedures. Knowledge of financial systems and concepts. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill in performing arithmetic computations. 5. Ability to communicate effective, both orally and in writing. 6. Ability to interpret/apply regulations and procedures related to travel/military pay. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
