About the Position: Serves as a Senior Analyst in the Budget Formulation Division of the Army Budget Office. Working independently or as a member of a team, the incumbent works to provide HQDA analysts with the capability to respond effectively and efficiently to financial management needs.

Duties

Serves as expert advisor and provides assistance to Army Staff appropriation directors, personnel managers and functional proponents on all phases of the PPBES process for financial management. Responsible for the identification, formulation, design, development, and implementation of automated program/budget systems, budget exhibits, models, and tools for the development of accurate budget submissions. Serves as the lead for the Army’s Civilian Pay budgeting system, which is used to develop and present civilian manpower budget exhibits. Monitors total civilian manpower database, assessing impacts of manpower adjustments and coordinates with Army manpower managers on civilian cost estimation efforts and reconciliation of actual dollar and work year execution reports. Ensures civilian payroll data elements are accurate and maintained in financial management regulations and systems of record.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) travel may be required 25% of the time.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position.
  • Must obtain and maintain a Secret security clearance.

Providing budget analysis and formulation strategy to gather and analyzing data, coordinating and integrating financial initiatives relating to data analytics. Analyzing and explaining Planning, Programming, Budget and Execution System (PPBE) data to present to senior leadership for analyzing and developing civilian manpower/civilian pay budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
