This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Duties

Duties include, but may not be limited to the following: Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for the GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Physical Expectations: This position involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into a EIL. A great amount of time walking and climbing stairs is requires to conduct on-site inventories of equipment inventory list (EIL) equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. SUPERIOR ACADEMIC ACHIEVEMENT: (to qualify at the GS-7 level only)

Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
