This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Housing Manager located in the Directorate of Public Works (DPW) at a large multi-mission installation.

Duties

Responsible for management functions in support of the operations and utilization housing management programs. Housing program include: Housing Services Office, Unaccompanied Housing, Furnishings Management, Residential Communities Initiative, Privatized Army Lodging (PAL), and Army Family Housing, Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives. Responsible for the accomplishment of broad management functions with the planning, management, administration and implementation of the technical and administrative operations of the housing management programs. Leads in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. Responsible for oversight of budgeting and execution (AFH and OMA) in support of installation housing programs. Performs or directs periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts. Serves as the Contracting Officer Representative (COR), responsible for management, oversight, guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed. Represents the organization in installation level meetings and or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the ability to obtain and maintain a Contracting Officer Representative (COR) certification.

Specialized Experience for the GS-11: One year of specialized experience which include: (1) reviewing and interpreting housing policies, procedures, and work plans; (2) analyzing management, maintenance, and/or operating costs of housing development projects; and (3) assisting with development of plans for restoration, modernization, and replacement of housing projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Real Estate; Urban Planning; Business or Public Administration; Housing, Property or Facility Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience at the GS-12 : One year of specialized experience which includes:1) Experience administering housing management programs; 2) experience providing technical guidance related to housing operations; 3) experience performing housing inspections, and 4) experience developing a performance work statement for housing contracting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
