This position is located with the Bureau of Indian Affairs, Rocky Mountain Region in Billings, Montana. To ensure timely entries for land titles. Duties

Analyzes and examines extremely difficult, or controversial title cases related to the rights of Indians to hold or own realty property and life estates. Plans, organizes, conducts research, and analyzes legal documents pertaining to each specific case worked. Examines and corrects title documents for the acquisition and disposal of real property rights pertaining to trust, restricted, fee and reserved lands. Prepares abstracts of title by examining each legal instrument, determining the correct legal description of property. Advises the realty specialists in the preparation of various forms of title conveyances and divestment documents, equitable title documents, deeds, leases, grants, property management agreements, stipulations, memoranda of understanding, casements, etc

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0963). SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. GS-05: Specialized Experience: 1 year of specialized experience equivalent to the GS-4 grade level analyzing and examining less complex titles, preparing chains of title, title status reports, scan and code title documents, correct less complex title documents, and retrieve and sort information files and or records. OR EDUCATION: Four (4) years of successfully completed education above the high school level in any field at an accredited business, secretarial or technical school, junior college, college or university. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.) GS-06: Specialized experience: 1 year of specialized experience to at least the next lower grade. Demonstrates the applicants' ability to assist with the examining of complex titles, preparing chains of title, title status reports, and maintaining the accuracy of computerized systems, preparing documents, using office software programs to retrieve and sort information files and or records, and receiving and examining applications for completeness of information. GS-07: Specialized experience: 1 year of specialized experience to at least the next lower grade. Demonstrates the knowledge, ability and with some supervision, analyze and examine difficult and complex titles, prepare chains of title, title status reports, and maintaining the accuracy of computerized systems, receiving and processing permit applications, examining applications for completeness of information, adequacy of supporting documentation and certifications, ensuring applications meet regulatory requirements for requested permit types, maintaining office permit files, issuing certified titled documents, and ensuring accuracy of documents. GS-08: Specialized experience: 1 year of specialized experience to at least the next lower grade. Demonstrates the ability, independently and with very little supervision analyze and exam extremely difficult, complex and or controversial titles, preparing chains of title, title status reports, and maintaining the upmost accuracy of computerized systems. Receiving and processing permit applications, examining applications for completeness of information, adequacy of supporting documentation and certifications, ensuring applications meet regulatory requirement for requested permit types, maintaining office permit files, and interpreting regulations and policy. Independently plans, organizes, conducts research and analyzes of legal documents. Examines and corrects extremely complex title documents for real property pertaining to trust, restricted, fee, reserved lands, title information from title companies. Prepare legal notices of decisions to be given to affected individuals. Advise the Realty Specialist in the preparation of various forms of title as they relate to the acceptance of title. Make determinations in situations where no guidance or precedence exists. All qualification requirements must be met by the closing date of this announcement.
