The Veterans Canteen Service (VCS), located on the Jefferson Barracks VAMC campus in St. Louis, MO is seeking a Contracting Specialist for the Contracting and Procurement Division. In this role, you will report to the Chief, Contracting and Procurement. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of VC-15. At the VC-13 grade level, you will perform assignments of a more limited scope and with less independence.
Duties
Duties of this position include, but are not limited to:
- Performs a variety of technical and administrative tasks in support of contracting functions, with direct responsibility to the Veterans Canteen Service (VCS) for administration of assigned contracts.
- Review requests and analyze the appropriate method of procurement.
- Prepare and issue solicitation documents. Review the timeline for completion of procurement. Serves as a central point of contact on assigned procurements and responds to inquiries from bidders, Central Office management, and Canteen personnel.
- Processing and monitoring of assigned contracts with effective timetables to ensure timely and accurate contracting actions for each assigned individual contract action, including the specific ability to demonstrate the skill to prepare, coordinate, and prioritize all contract requirements in a timely, effective, and professional manner.
- Negotiate to ensure VCS has fair and reasonable pricing.
- Preparing the final contract for the Contracting Officer's signature. Includes price analysis, final specifications, delivery schedules, contract start and expiration dates, option years, credit applications, payment schedule, and provisions.
- Research products, services, equipment, and specifications identified by the requestor. Clarify requests to ensure there is a full understanding of the needed products and services.
- Resolves issues if within authority. If not within the authority, forward to the correct party. If needed, prepare documents for the Chief, Contracting and Procurement's review and decision.
Requirements
- Selective Service Registration is required for males born after 12/31/1959.
- You will be required to serve a probationary period of 1 year.
- Subject to background/security investigation.
- Must be vaccinated against Covid-19 for this agency.
Qualifications
SPECIALIZED REQUIRED EXPERIENCE:
3-5 years of professional experience in contract development.
Strong analytical skills and ability to conduct analysis, problem-solve, and make decisions.- Exceptional organizational skills.
General knowledge of the regulations and methods used in commercial and government procurement and contracting.
Knowledge of negotiation skills and procedures.
Basic knowledge of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract.
Strong written, verbal, and interpersonal communication skills.
Able to multi-task, and meet deadlines with changing/conflicting priority levels.
Proficient PC skills and ability to work with computer applications and programs.
Education
Bachelor's degree from an accredited institution or 24 hours of business-related coursework. This position will require you to be FAC-C Level I certified within 12 months of hire. To move to the grade VC-15 you will be required to become a FAC-C Level II.
