The primary purpose of this position is to serve as a professional engineer facilitating a team of engineers/architects from a variety of disciplines and technical staff on large and complex design and construction projects.

Duties

Utilizes a professional knowledge of engineering to work large and complex design and construction projects, and to manage an installation Energy Program mandated to reduce overall energy consumption for existing facilities and utility systems, as well as new construction, and/or renovation/improvement projects. Manages utility contracts, agreements, metering, and utility budget development. Evaluates program effectiveness and serves as primary energy advisor to installation senior leadership. Provides professional advice on sustainable design and energy efficiency practices. Facilitates a team of engineers or coordinates with other flights in facility planning to reduce energy requirements. Keeps abreast of emerging technologies, regulatory requirements, and best practices to ensure that facility equipment, projects, and strategies remain relevant and functional. Assumes lead for the Utilities Privatization effort for SLD 45. Directs the effort to evaluate utilities privatization as directed by AFCEC and HQ AFIMSC Det 1.

  • At a minimum, position must meet the qualification requirements stipulated by the US Office of Personnel Management for the 0801 occupational series.
  • Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position, Series 0801. BASIC REQUREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade Gs-11 or equivalent in the Federal Service. Specialized experience must includes knowledge of professional standards established by the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE) and guidelines and energy modeling tools. Knowledge of electrical systems to ensure the utilities privatization efforts is developed in the most cost efficient method, beneficial to USSF. Evaluates designs, energy-related proposals, renovation/improvement requests, and equipment to determine impact. Exercises judgment and resourcefulness to apply and adapt standard techniques and practices to new situations, and/or resolve controversial problems with few precedents. Plans, develops, and organizes energy program development, analyzes policies, and develops novel strategies to implement new energy conservation measures and programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of professional engineering concepts, principles, and practices relating to electrical systems, design, and/or construction in order to adapt precedents or make departures from established approaches in order to provide for specialized engineering and energy management requirements. 2. Knowledge of facility systems; i.e., heating, ventilation, and air conditioning; lighting; plumbing; building envelope; and central utility systems; knowledge of energy management/conservation program development and renewable energy systems. 3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; program planning and budgeting cycles, financial control and budget systems, and management; and environmental principles, practices, procedures, laws, regulations, and current legislative issues. 4. Skill in using information systems to conduct lifecycle cost analysis, energy use modeling, and other tools to effectively accomplish assigned functions. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; knowledge of program planning and budgeting cycles, financial control, budget systems and management. 5. Knowledge of a broad range of engineering, architecture, and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and nonappropriated funds. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects, other technical professionals; and communicate effectively both orally and in writing with senior SLD 45 management, representatives from other wings, other government agencies, and launch customers; all while maintain cohesive working relationships with each. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
