This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as lead Civil Engineering Technician (CET) with responsibilities at Perry, Clinton and Hillsdale Projects monitoring dams and related structures. Serves as the Office Engineering/Contract Administrator and maintenance FEM Maintenance Manager.

Duties

Performs routine inspections of structures and facilities to ensure functional integrity and operational readiness. Monitors dams and related structures to include updating dam contingency plans; reading and analyzing dam instrumentation; and ensuring dam structure deficiencies are evaluated and repaired in a timely manner. Provides planning, coordination, and high-level technical support for construction, service and supply contracting, and maintenance programs. Reviews new contract drawings and specifications for bid solicitations and contract administration. Serves as the Office's coordinator and liaison person between the project, contracting division and the contractor for assigned contracts. Responsible for accomplishing and/or overseeing complete contract administration of consolidated contracts. Provides support to office staff with the preparation and settlement of contract modifications. Reviews contract plans and specifications for scope of work, estimate of quantities, interpretations, facts, and judgmental determinations. Prepares Government estimates, findings of fact, technical correspondence and makes recommendations incident to contract modifications. Visit on-going construction sites to perform quality assurance and contract management activities.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-10 Specialized Experience: One year of specialized experience which includes experience reviewing contract Scopes of Work; performing contract administration to include government quality assurance and quality control; AND experience reading construction drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11 Specialized Experience: One year of specialized experience which includes experience reviewing construction contract clauses in regards to the Federal Acquisition Regulations (FAR); performing contract administration to include government quality assurance and quality control; contract modification preparation (including the preparation of the Independent Government Estimate (IGE), the pre and post negotiation memos); AND experience reading construction drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
