The Contract Liaison assists and provides support to the Program Office by managing contract programs, methods, procedures and documentation systems. They perform a variety of tasks including writing, planning, monitoring and tracking acquisition and contract related requests for ILEAD offices. They conduct market research and analysis, support the development of Performance Work Statement and coordinate cost benefit analyses, ensuring packages are complete prior to submission to Acquisition.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered. The major duties of this position include but are not limited to: Developing Purchase Request Work Packages for transmission to the Contracting Officers/ Managers. Providing pre and post award technical assistance. Prepares and maintains record files and Contracting Officer's Technical Representative (COTR) work plans. Ensures timely and accurate communications throughout pre and post award phases. Works with ILEAD Program/Project Managers (PM), Education Specialists, Media Producers and ILEAD staff to ensure the documents facilitates accurate acquisition of their required supplies and/or services. Ensures that all members of the ILEAD Acquisition planning team are informed of the status of the acquisition process, including ILEAD education staff, clients, contracting officers and fiscal. Develops and maintains collaborative relationships with all members of ILEAD staff. Assists in drafting justifications, memorandums, inter-agency agreements, justifications, Small Business Administration (SBA) offer letters, Memorandum of understanding (MOUs), Inter-Agency Agreements (IAAs) or other necessary pre-award contract file documents. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing Purchase Request Work Packages for transmission to the Contracting Officers/ Managers Providing pre and post award technical assistance Preparing and maintaining records of work plans Writing and producing Statements of Objectives (SOO), Statements of Work (SOW), Government Cost Estimates and other required acquisition documents for goods and service above the micro threshold. Preferred Experience: Direct experience with acquisition related actions such as writing or reviewing Performance Work Statements and Independent Government Costs Estimates. Contracting Level I and/or Project Management Level II. You will be rated on the following Competencies for this position: Contracting/Procurement- Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Contract Administration- Knowledge and application of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract and deliverables; resolves discrepancies; performs contract closeout functions. Analysis and Problem Solving- Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Communication- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Approximately 80% of the work is performed while sitting at a desk or in conferences, briefings, meetings, classrooms, and the equivalent. may at times become highly stressful due to complexity of tasks assigned and the volume of activities. The work environment involves everyday risks and discomfort requiring normal safety precautions associated with typical office settings. Occasional travel is required.
