This position is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the MN National Guard Merit Placement plan. Membership in the National Guard is not required. Competitive service employees may apply however will be converted to Excepted service if hired.

Duties

Major Duties: This is not an all-inclusive list A TRAINING SUPPORT OFFICER, GS-0301-11, Manages and supervises the training support center operations, prepares and manages the ARNG Training Center Soldier Training Support Program including, Training Support Center Management, Loan, Issue, and Storage of TADSS including Multiple Integrated Laser Engagement Systems (MILES); Provides/manages Virtual TADSS support including training of system instructor/operators and maintenance of TADSS. Provides training and familiarization of systems and non-systems TADSS, loan, issue, publish, and distribution of graphic training aids (GTAs); design, and management of local TADSS; and packaging and shipping of all TADSS products within the Army Training Support System Enterprise. Provides the full spectrum of management duties and responsibilities as the Training Support Officer including Training Support Center Operations; planning, programming, and budget execution of the Soldier Training Support Program resources in accordance with AR 1-1 for Training, and Budget Analysis System (TBAS) Management Decision Packages (MDEPs); prepares and submits the annual Training Support Center (TSC) operational budget requirements; establishes and maintains training records including submission of required utilization reports to Installation, Command, ARNG and DA program offices. The incumbent serves as the ARNG Training Center Soldier Training Support Program Manager under the Training Support System Enterprise. The Soldier Training Support Program (STSP) is comprised of the Training Support Center Operations and Management of Training Aids, Devices, Simulations, and Simulators (TADSS) including the associated training support products, services, and facilities needed for the Command's Training Mission Essential Requirements to enable full spectrum operations for organic, command supported, and habitual training unit's Core/Directed Mission Essential Task List (C/DMETL) operations. As the ARNG Training Center Soldier Training Support Program (STSP) Manager, the incumbent serves as a key stakeholder, action officer, and voting member for all DA Executive Agent, and Command STSP management functions. Attends and participates in all program management conferences, work groups, and forums for the STSP and its inclusive subordinate training support programs, products, and facilities. Performs a full range of supervisory, managerial, and personnel administration duties and responsibilities for the training support branch staff, and other training support personnel, as directed by the division chief, to coordinate, oversee, and ensure accomplishment of the mission effective requirements for training support center operations. The incumbent initiates recruitment actions, selection, promotion, transfer, commendation, and disciplinary actions for his/her assigned staff. Reviews and certifies job descriptions and initiates employee details; develops standards of performance for subordinates and prepares performance appraisals; resolves problems of employee relations and morale, referring to supervisor, with recommended action, only the most serious problems. Performs other duties as assigned.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. GS-11 and above - 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

EDUCATION:
If qualifying based on education, a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
