This position is located in the Environment and Natural Resources Division. The Natural Resources Section handles litigation arising under more than 80 natural resource, environmental, and cultural resource statutes, various treaties and international agreements, interstate compacts, and congressional referrals. The incumbent serves as a Senior Paralegal Specialist with technical authority for leading and providing complex, specialized, and advanced paralegal support to attorneys.

Duties

As a Senior Paralegal Specialist, duties include, but are not limited to, the following: Serves as the lead to coordinate and accomplish assignments and review the work of the team to ensure accuracy and adherence to standards. Serves as Section's E-Discovery Office Coordinator, working with the Division's E-Litigation Working Group. Drafts pleadings, stipulations, motions, briefs, affidavits, and other legal documents for complex cases. Assists trial attorneys in coordinating and drafting civil discovery, managing document productions, and preparing for trial. Serves as a member of the Division's Administrative Record Working Group which coordinates training and advice regarding compilation, certification, and defense of administrative records under the Administrative Procedure Act. Prepares trial exhibits such as statistical charts, graphs, timelines, and maps to be presented in court. Manages discovery and evidence in paper copies and electronically and presents the exhibits using trial presentation software in court. Codes and indexes discovery documents using legal case management software such as Relativity and Everlaw. Manages paper and electronic documents and evidence, correspondence, briefs, witness interviews, and other documentary materials. Conducts factual and legal research in a variety of legal and non-legal databases and provides information in response to a wide range of questions.

Qualifications

To qualify at GS-12, you must have at least one year of specialized experience at, or equivalent to, the GS-11 Federal grade level or above providing paralegal support which demonstrates a practical knowledge of environmental law, litigation processes, and applicable rules and regulations. Examples of specialized experience may include: analyzing and evaluating legal decisions and case files to identify relevant issues and potential evidence, conducting legal research concerning precedents and past court decisions, composing summaries or analyses of decisions, cite-checking briefs, managing the discovery process, providing assistance at trials, and preparing evidence and documents to support recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
