About the Position: Manages and administers the Safety and Occupational Health program and serves as technical authority for safety matters at Chief Joseph Dam. **A Recruitment Incentive or Relocation Incentive may be authorized.**

Duties

Plans, coordinates, and executes a broad and complex program to ensure compliance with Federal, State, and Army safety laws and regulations. Develops, maintains, and manages site-specific safety programs such as: confined space entry, fall protection, medical surveillance, hearing conservation, arc flash protection, hazardous materials, risk management, fire protection, etc. Provides specific procedures for controlling or eliminating hazardous actions and conditions identified through analysis of accident prevention plans, job/activity hazard analysis, and/or site surveys. Investigates mishaps and accidents that occur on the project. Schedules, coordinates, monitors, and conducts safety inspections, audits, and surveys to ensure compliance and a safe environment in which to work. Conducts industrial hygiene evaluations to identify hazardous conditions during routine inspections and follows up to assure that conditions have been abated. Develops and presents training programs and courses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver’s License.
  • Pre-employment physical.
  • Position is under the Medical Surveillance Program.
  • May be required to wear respirator and other PPE in emergency situations.
  • FC-12 ACTEDS training is mandatory for personnel filling these positions. Incumbent must possess or complete FC-12 Level I Professional Certificate in Safety and Occupational Health (PCSOH) program within 24 months of appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. For the GS-11: Specialized Experience: One year of specialized experience which includes (1) involvement with safety inspections, audits, or surveys of industrial facility and operations to ensure compliance with safety and occupational health laws and regulations; and (2) drafting or finalizing reports of findings on physical conditions and unsafe practices; and (3) proposing corrective actions for elimination or control of unsafe practices or conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: One year of specialized experience which includes (1) conducting safety and occupational health inspections or identifying and correcting hazards in an industrial workplace; (2) advise on or resolve technical matters dealing with occupational safety and health requirements; AND (3) implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
